1. FDI in defence does NOT save forex by even 20% as the foreign company which is making weapons in India can demand repatriation i.e. taking back of its profits in dollars anyday. So say a plane is imported for $ 10 million = Rs 60 crore. Then we have to give forex of $10 million. In case of FDI that company will make profit of $8 million anyway, and so repatriation will be $ 8 million anway. IOW, in import, we pay forex now, but in FDI we pay forex tomorrow !! Back of the envelope calculations show that hige amount of diesel seems to be getting stolen from railways !! To get exact numbers, one will need to get full trainwise consumption..solution is to use dyes. There are harmless dyes and maskers which can be mixed in disel and they make the smoke colored.
