That judge system centralized power of 40000 citizens into one judge. How? Say a court needs say 20 hours of hearing to decide a case. So a court will dispose a case in say 3 days. Or court decides say 120 cases a year or 3600 cases in 30 year period. Now in judge system, these 3600 cases will be decided by 1 judge. But in JurySys case will be decided by 25000 different citizens !!! So jurysys is best way to implement decentralization.

Likewise say supreme court decides say 2000 cases a year all cases and all benches combined. Now in JurySys we have proposed, each case in supreme will go to 15 to 50 district courts across Bharat. Say average is 25. And each Jury will have 15 to 1500 members ( old Athens JurySys of 400 bc used to have 1500 jurors in very high profile case eg Socrates was given sentence of leave Athens or death, by a Jury of 500 ). Say average Jury size is say 50. So one supreme court bench of 2 to 13 judges, on an average 3 judges , is replaced by a decentralized 25 to 100 benches of 15 to 1500 citizens ie on an average 500 citizens to 2000 citizens.

So proposed JurySys in supreme court decentralizes 5 judges to 800 to 2000 citizens.

So if decentralization buzzword is insisted upon, then add decentralization in all proposals starting with jurysys, recall , multielections, referendum and open optional vote.

या बहुत सारे लोग यह देखते हैं कि कोई नामी आदमी जहां कार्यक्रम किया है वहां इतनी संख्या में लोग इकट्ठा हो गए थे इसीलिए वह नामी आदमी की बातें सही होंगी! उससे चिपक जाते हैं।

या वर्तमान के बहुत सारे मूर्ख युवा किसी जागरूकता वाली बेकार के आंदोलन में शामिल हुए लड़कियों की संख्या देखकर अधिक संख्या में शामिल होने लग जाते हैं - मुझे शक है कि वेदांतवादियों में भी यही हो रहा है!!

मतलब मेरा ऐसा मानना है कि हमें जल्द से जल्द ऐसे एक हजार में एक आदमी को अपने साथ जोड़ना पड़ेगा जो आदमी को अगर बार-बार हम समझाएं तो वह हमारी बात जल्दी समझ सकता है और ऐसे लोग प्रति 1000 में एक व्यक्ति वर्तमान में आपको बहुत आसानी से मिल जाएंगे।

मेरा अनुभव है कि अगर हम लगातार हर एक महीने केवल 4 घंटे का समय निकालकर अपने द्वारा मांग किए जा रहे कानूनों का प्रचार करेंगे, तो वह एक हजार में एक आदमी हर महीने आपको मिलना शुरू हो जाएगा।

अगर 1 वर्ष में आपको ऐसे 12 लोग भी मिल गए तो अगले वर्ष आपको मूर्ख जनता को भीड़ दिखाने का अवसर मिल जाएगा मूर्ख जनता देखेगी कि हां इस व्यक्ति के आंदोलन में भिड़ इकट्ठा हो गई है और वह मूर्ख जनता अपने आप को सुपीरियर बनाते हुए आपके आंदोलन में शामिल होने लग जाएगी।

आपके द्वारा मांग किए जा रहे हैं कानूनों को अच्छे ढंग से समझकर आपके आंदोलन को अपना आंदोलन समझकर उसे बहुत तेजी से आगे बढ़ाने के लिए अपने तन मन धन से जुड़कर कानूनों का प्रचार करना शुरू कर देगी।

मैं जो तरीका सभी को बताता हूं वह तरीका है:

आप कोई ऐसा क्षेत्र चुनो जहां पर हर महीने आपको उपलब्ध होकर प्रचार करना आसान हो।

आपको उस क्षेत्र में कोई ऐसी जगह प्रचार करना शुरू करना है जिस जगह पर लोग थोड़ा रिलैक्स मूड में रहते हों ऐसा जगह कोई पार्क या पब्लिक प्लेस हो सकता है। गांव में भी ऐसे बहुत सारे जगह होते हैं जहां पर लोग रिलैक्स मूड में रहकर थोड़ा समय बिताते हैं।

प्रचार करने के लिए आपके पास A4 साइज के पंपलेट होने चाहिए। अगर आप अकेले हैं तो इतना काफी हैं। अगर आपके पास एक से अधिक लोग हैं तो आप एक छोटे मेगा फोन वाले माइक/स्पीकर का उपयोग कर सकते हैं।

इस तरह प्रचार करने से 100 व्यक्तियों को अगर आप पैंफलेट देते हैं तो उसमें से 20 लोग आपको अपना फोन नंबर देंगे उन सभी फोन नंबर को गूगल शीट में जोड़कर रखना है और उन सभी फोन नंबर को अपने राज्य के व्हाट्सएप ग्रुप में भी जोड़कर रखना है।

State Level Referendum: Proposed Procedure for Making Gun Keeping Mandatory for Decent Citizens
(State Wide Referendum: Right to bear Gun to Law Abide Citizens)
Law’s Summary: The Chief Minister will implement this law only when in the referendum at least 55% of the total voters of the state give clear consent to implement it. After passing in the referendum, this law will give every citizen of the state the right to keep a gun. All cases related to this law will be disposed of by citizens’ jury and not by judge, and the jury will be able to impose a ban or penalty on any citizen for possessing a gun. Along with this, for citizens keeping property worth more than 10 lakh it will be mandatory to keep at least 1 gun and 100 cartridges. The Prime Minister can implement this law in any state or any district with the consent of 55% voters of that state. The Chief Minister can also implement this law in one or more districts of his state. #StateGunLawRrp #RRP16
Section 1: Instructions for Citizens and Officers
01 This law will come in the gazette and then a referendum will be held in the state. If at least 55% voters of the total voters registered in the state’s voter list register “Yes” to implement this law, only then this law will be implemented, otherwise not.
1. In the referendum the voter will have only the option to register ‘Yes’ or ‘No’, and before the referendum is completed the Chief Minister will not make any change in any section of this law. After this law comes into force, if any voter of the state wants any partial or full change in any section of this law, then he can submit an affidavit for such change in the District Collector office.
2. The Collector will accept the voter’s affidavit by charging a fee at the rate of 20 Rs per page, and will scan it and put it on the Chief Minister’s website so that other voters can register their consent on that affidavit.
3. If 55% citizens registered in the state’s voter list register Yes on that affidavit then the Chief Minister can issue orders to implement the suggestions given in the affidavit.
4. The Chief Minister or Prime Minister can suspend this law for 4 years in any district with the approval of 51% voters of the state, and the Prime Minister can suspend this law in Gujarat with the approval of 51% voters of India.

02 In this law, adult citizen means – a citizen whose age is more than 22 years. This law does not give permission to citizens below 22 years of age to possess a gun. Citizens below 22 years of age will remain outside the scope of this law in every respect.
03 After this law comes into force, any adult citizen of the state can keep any registered (Registered) gun of small, medium or large size with him.
1. For keeping a gun, the citizen will have to get his gun registered with the District Gun Officer.
2. Any citizen can keep 2 guns of any category with him.
3. For keeping more than two guns, the citizen will have to take a license from the District Police Chief.
04 If any adult citizen is the owner of property worth more than 10 lakh then it will be mandatory for him to keep the following number of guns and cartridges in his house:
1. Property worth more than 10 lakh – one small gun and 100 cartridges
2. Property worth more than 20 lakh – one medium sized gun and 100 cartridges
3. Property worth more than 30 lakh – one large sized gun and 100 cartridges
4. In the property, 1 house of value up to 1 crore and furniture up to 10 lakh will not be included.
05 All disputes related to this law will be heard by citizens’ jury. If your name comes out in the lottery then you can be called for jury duty. In the jury, you will have to listen to the debate by seeing the evidence presented by the accused, victim, witnesses and lawyers of both sides and give a decision of punishment/fine or release.
Section II: Instructions for Officers
06 The Chief Minister will appoint one District Gun Officer (DGO = District Gun Officer) in every district. The District Gun Officer and his staff will be within the scope of vote recall and jury panel. See Section 14 for vote recall.
07 The District Gun Officer will publish the list of guns in the following categories for classifying pistols, revolvers, rifles, machine guns, carbines etc. guns:
1. Types of small guns.
2. Types of medium sized guns.
3. Types of large guns.
4. Cartridges, bullets and their types.
08 The District Gun Officer will determine the rules for mandatory training and optional training for all citizens for operating guns and their maintenance.
1. Upon declaration of the mandatory training programme, it will be mandatory for all citizens aged 22 to 50 years living in the district to take training within 2 years.
2. DGO can obtain the necessary funds for running training camps from the Finance Minister etc., or can accept grants, donations etc. Training fee will be payable by the trainee, and the rates of training fee will be decided by the District Gun Officer.
3. DGO will select 0.01% adult citizens from the voter list by lottery every week in the presence of the Grand Jury panel. DGO or the employee appointed by him will go to the houses of the citizens selected by lottery and ensure that those citizens are keeping guns and cartridges according to the prescribed rules or not.

09 The Government of India will make public the designs of INSAS rifle, 303, 202, .22 revolver, all the guns used by Indian police which are of ‘INSAS or lower’ level. Any citizen can set up a factory in the state to manufacture guns, gun parts, cartridges, bullet-proof jackets according to this design without any license, only by getting registration.
10 If any person in the state wants to set up a manufacturing unit, factory etc. for making guns then he can start the factory by getting his registration done with the District Gun Officer. No license or permission from any department will be required to start the factory.
• After this law comes into force, foreign investment in gun manufacturing will not be allowed in the state, and only units with 100% Indian citizen ownership will be able to establish gun manufacturing factories.
11 Grand Jury; Appointment of Jury Administrator and Formation of Grand Jury Panel
(11.1) The District Gun Officer will appoint one District Jury Administrator in every district. If citizens are not satisfied with the work of the Jury Administrator then they can give consent to change the Jury Administrator by using the vote recall process.
(11.2) Formation of the first Grand Jury Panel: The District Jury Administrator will select 50 voters aged 25 to 50 years from the district’s voter list by lottery in a public meeting. After taking interviews of these members the Jury Administrator can remove any 20 members. In this way 30 Grand Jury members will remain.
(11.3) Subsequent Grand Jury Panels: From the first Grand Jury Panel the District Jury Administrator will retire the first 10 Grand Jury members every 10 days. After the first month every Grand Jury member’s term will be of 3 months, therefore 10 Grand Jury members will retire every month and 10 new ones will be selected. For selecting the new 10 members the Jury Administrator will select 20 members by lottery from the district voter list and will remove any 10 of them through interview.
1. Grand Jury members will hold meetings every Saturday and Sunday. If a meeting is held then it should start at 11 am and end by 4 pm. Jury members will get 600 Rs per attendance and travel expenses.
2. If a private sector employee is called for jury duty then the employer will give him unpaid leave for the required days. The employer can deduct the salary for the leave days from the employee’s salary.
3. All categories of government employees will remain completely outside the scope of jury duty.
4. Citizens who have done jury duty will not be called for jury duty for the next 10 years.
12 Territorial Jurisdiction of the Jury Panel
(12.1) The jury can prohibit any unsound person from keeping a gun for a specified period. After the said period expires another jury panel will decide whether the accused should be given permission to keep a gun or not.
(12.2) DGO or any citizen can give the Grand Jury Panel a list of people who should be prohibited from keeping a gun. If the Grand Jury Panel approves it, then a new jury panel will be formed. If 67% members of the jury panel give consent then that person will be prohibited from keeping a gun.
(12.3) If any sound citizen is not keeping a gun or cartridges in his house as per the prescribed rules, then the Grand Jury Panel members will decide whether the case should be heard or not.
(12.4) The final authority to decide whether a person is sound or unsound will rest with the jury. The jury will decide on the basis of the person’s criminal record, conduct, allegations, conviction etc. using its own discretion.
(12.5) The District Jury Administrator will also get all complaints against the District Gun Officer heard by the jury.

13 Hearing by the Jury Panel
(13.1) If there is any dispute related to the cases given in Section (12) then the plaintiff can give his complaint in writing to the members of the Grand Jury Panel. If the Grand Jury Panel finds the complaint baseless then it can reject the complaint, or it can order the formation of a new jury panel for hearing the case.
(13.2) According to the complexity of the case and the status of the accused the Grand Jury Panel will decide how many members (between 15-1500) the jury should have. Then the Jury Administrator will form a new jury panel by selecting members by lottery from the voter list and hand over the case to them.
(13.3) Now this jury panel will listen to both parties, witnesses etc. and give a decision. The decision approved by two-thirds of the jury members will be considered the jury’s decision. But for the decision to remove someone from job 75% members’ approval will be required. Every case will have a separate jury panel, and after giving the decision the jury will be dissolved. The press can appeal the decision in the higher jury panel if it wants.
(13.4) If it is proved that the accused is not keeping a gun and cartridges in his house as per the prescribed rules, then the jury members can impose a fine up to 5% of his property (in this property 1 house of 1 crore and furniture up to 10 lakh will not be included) and/or 2 months imprisonment. Except in exceptional cases, for the first offence the fine can be up to 2%, for the second offence up to 4% and for the third and other offences the fine can be up to 5%. The first offence will not be punishable by imprisonment.
14 Vote Recall; District Gun Officer
(14.1) Any voter who has completed 35 years of age can submit an affidavit in person or through any lawyer before the District Collector for becoming District Gun Officer and District Jury Administrator. The Collector will accept his application by charging the same fee as deposited in a parliamentary election and will issue him a specific serial number. The Collector will scan the affidavit and put it on the Chief Minister’s website.
(14.2) Any citizen can go to the Patwari office any day and register “Yes” in support of any candidate for Jury Administrator and District Gun Officer. The Patwari will enter the voter’s “Yes” in his computer and give a receipt. The Patwari will also put the voters’ “Yes” on the district’s website along with the candidate’s name and the voter’s identity card number. A voter can approve a maximum of 5 persons out of the candidates for any post.
1. For registering approval (Yes) the voter will pay 3 rupees fee. For BPL card holders the fee will be 1 rupee.
2. If any voter comes to cancel his approval then the Patwari will cancel one or more names without charging any fee.
3. The Patwari will publicise the candidates’ approvals every Monday and the Collector every 5th date.
Note: The Collector can make a system so that voters can register their “Yes” through SMS, ATM, mobile app.
Range Voting – The Prime Minister or Chief Minister can make a system so that voters can give marks from -100 to 100 to any candidate. If the voter registers only “Yes” then it will be considered equal to 100 marks. If the voter does not register his approval then it will be considered zero marks. But if the voter gives marks then only the marks given by him will be valid. This range voting process is better than the approval system and protects against Arrow’s Useless Impossibility Theorem.

Frequently Asked Questions about an Armed Indian Society
(1) How will this law be implemented in my state?
The provision for referendum is given in Section (1) of this law. The Chief Minister will sign this law and get it published in the gazette and immediately after coming in the gazette the referendum on it will start. Then any citizen of the state can go to the Patwari office or send SMS through his registered mobile and register his Yes on this law. If 55% citizens of the total voters of the state register their consent on it, only then this law will be implemented in the state. Until 55% voters register their consent on it, the referendum will continue. If any voter has registered his consent on this law and he wants to cancel his consent then he can cancel his approval any day. In this way this law will be implemented in the state only after getting the clear majority consent of the citizens, otherwise not.
(2) Can the Chief Minister implement this law without a referendum?
If the Chief Minister wants then he can remove the provision of referendum from Section 1 of this law and implement it directly in his state. If the Chief Minister wants then he can implement this law in some districts or any one district of the state without a referendum. But the writers of this law draft believe that this law should be implemented only after getting the clear consent of 55% citizens, otherwise not.
(3) Why do we need this law?
3.1 External Attack: An armed citizen society is the mother of democracy. Every citizen being a gun owner gives so much power to the state that even after the army loses they can protect themselves and their state.

And once the enemy army enters our borders then the citizens have no weapons to resist. Then our condition will become like Iraq. This law is necessary to save from such possible crisis.
3.2 Internal Attack: When every citizen has a gun then the country becomes quite safe at the internal level too and there is a reduction in various crimes.
• Kasab could kill dozens of citizens only because the citizens did not have weapons. If Mumbaikars had guns then first of all Kasab would not have come, and even if he came he could not have killed more than 5-7 people. And if such attacks start happening on a large scale in future then we have no remedy.

• Only 2000 armed Islamic terrorists drove out 2 lakh Kashmiri Pandits from the valley. If the Kashmiri Pandits had guns then they would never have had to migrate.
• In 2012 in Kokrajhar, Assam, only 4000 armed Muslim Bangladeshi infiltrators attacked and forced 2 lakh Hindu citizens to leave their land and property and migrate. If all citizens had guns then they would not have had to leave their homes.
• During the 1947 partition also 20 lakh weaponless Hindu citizens had to lose their lives and property. The reason was that the people of the direct action party had weapons while the citizens of the other side were weaponless. Because Sikhs had weapons, they could resist to some extent.
• In India, because of continuous elections, people’s faith in democracy and soldiers’ trust in the government, there has never been a coup till now. But if some foreign power like America etc. wants to get a coup done in India then in just a few months they can create such conditions by starting a civil war, getting terrorist attacks done, creating a feeling of insecurity and showing political helplessness that a general can do a coup.
(4) What changes will come after this law comes in the gazette?
4.1 Negative impact: In the first phase there will be an increase in gun crime like road rage incidents etc. and deaths from guns will increase. But as every citizen gets a gun, in the second phase there will be some reduction in this violence. In this law the right to give permission to any person to keep a gun has been given to the citizens’ jury. Therefore the jury panel will deprive gun criminals of weapons and gun crime will start decreasing. If the Police Chief is also brought within the scope of vote recall passport then the Police Chief will ensure that criminals remain deprived of guns.
4.2 Positive impact:
1. The problem of naxalism and organised crime will reduce by 90% in six months.
2. Crimes like rape, loot, dacoity, kidnapping etc. will decrease by almost 70%.
3. Kasab-like terrorist attacks will decrease. And even if attacks happen there will be less loss of life.
4. Violence related to communal tension and riots will decrease.
5. India will not have to face war with America, China or Pakistan. And even if war happens and our army breaks like a wall of sand then the enemy army will never be able to occupy our land.
6. Technology of gun manufacturing will develop in India and we will become self-reliant in this field.
7. There will be improvement in the behaviour of government officers/leaders and there will also be reduction in oppression. There will be reduction in the oppression being done by police in remote and far-flung areas.
8. There can never be a coup in India like in other countries.
9. In the situation of attack by any enemy country the country will be saved from total loss.
So in our opinion, giving a gun to every citizen is not such a law that will only have benefits. The country will get benefits in many dimensions from it, but there will also be minor loss in one dimension. Because there are both positive and negative sides we have proposed to get a referendum done instead of implementing this law directly.
(5) Guns are quite expensive, how will people buy them?
Seeing British guns, Indian technicians had invented such a design which was better than British guns. Then in 1800 AD the whites took over all the gun factories of India and put a license policy on making guns. And they never used to give licenses. After the 1857 revolt the whites made the Arms Act and also prohibited Indians from possessing weapons. In this law the gun manufacturing factories have been freed from licenses, therefore factories will start being set up on a large scale due to which better and cheaper guns will start being made.

(6) Will Indians not kill each other if they are given guns?
This wrong notion has been created by paid media so that citizens can be kept weaponless. They use one-sided and selective information and create this illusion. When someone’s life is lost because of a gun then it is given large-scale coverage, but those incidents are hidden when guns have protected citizens. Paid media wrongly links the reason for crime with guns, whereas the root reason of crime is different.
For example, in Coorg district of Karnataka almost 80% citizens have guns, but the gun crime rate there is the lowest. Coorg is also in India, and if giving guns to Indians would make them kill each other then why have people in Coorg not killed each other till now. This is a real example which proves that the notion – “Giving Indians the right to keep guns will make them kill each other” – is completely false, and has been planted in Indians’ minds by paid media. And most Indians are victims of this notion only because paid media hides the information that 80% citizens of Coorg district have registered guns!! And on the same pattern many news items giving correct information about guns are suppressed, and sensational news is highlighted!!
1. Giving the right to not keep a gun means giving criminals the freedom to keep guns. Because people who do not obey the law will bring illegal guns and law-abiding people will remain deprived of guns because they follow the law. And in this way the power of people with criminal tendency increases. For example, people like Dawood or Chhota Rajan collected guns and made the whole of Mumbai dance at gunpoint. They had nothing except guns. If all Mumbai residents had guns then Dawood’s dominance would have ended and he would not have been able to create such a big gang.
2. A gun is neither good nor bad, but the person who operates it is good or bad. Look in your own house-family and neighbourhood how many people have criminal mentality and how many are law-abiding. 99% people are law-abiding. And when guns reach the hands of law-abiding people then they do not commit crime, but protect from criminals.
3. It is a fact that crimes happen from illegal guns, not from legal guns. If a person has a legal gun then he will not be able to commit crime with it. If he commits crime with a registered gun then he will be caught immediately.
(*) The second biggest danger we are facing: In our opinion, American-British rich people want to start a Hindu-Muslim civil war in India. For this they are using the same trick which they used in 1947 and in 1990 for the exodus of Kashmiri Pandits. And for this they are constantly inciting tension by using paid media parties and paid media leaders.
The staying of 2 crore illegal Bangladeshis in the country is a real reason which can start a Hindu-Muslim civil war in India. Mixing CAA with NRC was to spread confusion so that the illegal Bangladeshis left out of Assam NRC could be prepared to pick up weapons. That is why the provision was not kept in Assam NRC that those illegal Bangladeshis who remain outside NRC, how they will be deported from India. Now if they start sending weapons (AK-47, grenades etc.) to Rohingyas, illegal Bangladeshi residents, infiltrators and radical Islamic groups in Assam then large-scale massacre can start in Assam, and lakhs of Hindus will migrate to the rest of India just like Kashmiri Pandits did. After that they can start sending weapons to other states of India too, and the whole country will come under its grip. Once this starts it will not end for many years. They will keep sending weapons to different groups and will keep inciting riots using paid media. If they decide to send weapons then we have no other way to stop them without giving guns to every citizen.
(*) The biggest danger of the first number is that our army is badly dependent on imported weapons.

1. Please write your name and address, attach a 4 Rs postage stamp and drop it in the letter box on the 5th date at 5 o’clock. Before posting, get one photo copy of the first page of this booklet made.
2. Make one register in the name of “My Demand to Prime Minister Ji”. Before dropping in the letter box, paste the photo copy of the first page of this booklet (which you got made) on the page of your register. Also keep the photo copy of the letter sent to the Prime Minister in the same register.
3. If you are on Facebook then make one album in the name of “My Demand to Prime Minister Ji” and keep the photos of the pages pasted in the register in this album. You can also send a postcard or tweet to the Chief Minister Ji. In the postcard or tweet write: Chief Minister Ji, hold a referendum in the state on the law for keeping guns – #StateGunLawRrp
4. You can send this letter any day. But the writers of this law draft believe that all citizens should send this letter on one fixed date of the month and at a fixed time only. Why fixed date and fixed time?
4.1 If letters are sent on the same day then it will have more impact, and it will also be easy for the Chief Minister’s office to count them. Because the 5th date falls on Citizens’ Duty Day, therefore the 5th date of the month has been fixed for sending letters in the whole country. Therefore you should also send this letter only on the 5th date.

4.3 You can drop this letter in any letter box, but as far as possible it should be dropped only in the letter box of the city or town’s Head Post Office. The reason is that the Head Post Office’s letter box is of relatively large size, and the postman does not have to travel much distance to take out the letters from there.
5. If citizens sending letters to PM/CM want to hold any meeting etc. for mutual dialogue then they can hold a meeting on the second Sunday of the month at 4 pm in the evening at the local level. The meeting should always be held at a public place. For this you can choose any temple or railway-bus station premises etc. The second Sunday’s meeting of every month will be at a public place. The time of this public meeting should also remain unchangeable. If the workers want to hold a rally etc. then they can organise a rally on the 4th Sunday of the month at 4 pm in the evening.

2022 के उत्तर प्रदेश इलेक्शन में 25 खड़े हुए मैने उत्तर प्रदेश और उत्तराखंड के सारे 403 seat par अकेले कॉलिंग की थी। हर सीट पर हर कैंडिडेट को, experience कम था। सब को आसान लगने लगा। कुछ लोगों को टिकट टाइम से नहीं मिला वरना 30 कैंडिडेट होते कम से कम।

बीच में भी छोटी पार्टियों से लेटर लेने के लिए कॉलिंग की गई थी दो बड़े राज्य मैं अकेले किए थे सबसे ज्यादा लेटर जमा करके दिए थे।

उसके बाद तथाकथित टीम वर्क शुरू हो गया, 25 कैंडिडेट्स के ऊपर नंबर ग्राफ दिन पर दिन नीचे जा रहा है। अगर सारे टीमवर्क खत्म हो गए हो तो वापस से कॉलिंग मुझे दे दीजिए। कोई इंटरफ्रेंस नहीं कोई टीम वर्क नहीं चाहिए । भगवान की मर्जी रही तो फिर से कैंडिडेट की संख्या बढ़ जाएगी।

EVM VVPAT Black glass हटाने के आंदोलन को बढ़ाने के लिए रिकॉलिस्ट को एक नया कदम उठाने के बारे में सोचना चाहिए।

ऐसा करने से राजनीतिक दलों और चुनाव आयोग को EVM VVPAT मशीन का शीशा पारदर्शी करने के लिए बाध्य होना पड़ेगा। चुनाव के समय मतदाता इन विषय पर ध्यान नहीं दे पाता है कि बटन दबाने के बाद पर्ची प्रिंट होते हुए दिखी या सीधे लाइट ON होने के बाद पर्ची दिखी। यदि मतदाता अभी से इन बारीकी विषयों को पहले से सरकारी कार्यालय जाकर सरकारी डेमो देख लेता है तो वह हमारे डेमो पर विश्वास भी करेगा और चुनाव आयोग पर जन दबाव भी बढ़ेगा।

हम रिकॉलिस्ट को प्रत्येक VRC/Voter Center पर सरकारी EVM VVPAT Demo किसी भी दिन नागरिक।देख सके इसकी मांग पोस्ट कार्ड भेजकर करनी चाहिए जैसा अभियान चलाना चाहिए।

(3) say there are 95 crore voters in Bharat. Then score of existing national position will be taken as 95 * 50 * 50 crore points or points he got from citizen voters, whichever is higher.

Referendum for OPTIONAL open vote
USA and whole world had open vote till 1860 to1880s and sky didnt fall.

So many bikau political science professors scream that OPTIONAL open voting will finish Bharat and all Bharatiya within weeks.

They never mention the FACT that Americans elected 19 presidents and 38 loksabha MPs using open vote till 1884. In each district, people elected judges , p;olice chiefs, public prosecutors using open vote till 1970 - 1880 . UK elected all MPs from 1300 ad to 1870 using open vote. Confidential vote was framed by Lord Macualay ( yes, same guy ) so that ballot boxes can be changed !!! His famous quote was - let secret ballot come, so that gaurd can decide winners !!!

Now there has been referendum in Goa in 1967. So referendum is constitutional in Bharat.

My proposal is - we should have confidential paper ballot based referndum whether voters should have OPTION for open vote. My vote will be YES in that referendum. And if and when open vote OPTION becomes available, I will use open vote only.

why I want this reservations in VS LS and later supreme / high courts: so that focus can be brought back to ballot paper issue. .basically, modi raga arke and cong rss aap use obc women reservation issue to crush ballot aper issue and "equal distribution of mineral royalty" aka Thomasism aka KhaMBa issue. This is "let 1000 flower bloom" strategy. So I want to propose framework for obc women reservation in VS and then LS, so that this issue ends. So that ballot paper and KhaMBa gets more space.

Also, there is NO harm in reservation in LS VS supreme / high courts. Reservation will NOT detoriate quality of people in PS VS supreme/high courts. The % of corrupt individuals will remain same with or without reservation

solution : for GJ

(01) first understand Ahmedabad Municipal Corporation elelection since year 2010,. There are 46 wards, and there are 192 corporators and each ward has 4 corporators , and each voter has 4 votes. Each voter gives votes to 4 candidates. Now amongst 4 corporators - 1 is general, 1 is general women, 1 is SC ST or OBC and 1 is SC ST or OBC women. So there is 50% reservation for women, and 50% reservation for SC ST OBC. Also, all 10 Municipal corporations have same system - each ward has 4 corporators.
,
(02) same model can applied for Gujarat vidhansabha and all vidhansabha across Bharat.

(03) Decrease salary , pension , all perks by 50% . Gujarat has 182 constuituencies and 182 MLAs. Increase number of MLAs to double is 364.

(04) Merge constituencies as (1 , 2) , (3 , 4 ) so that there are 91 constituencies

(05) Let each constitituency have 4 MLAs , same way as Ahmedabad Municipal Corporation. And one will be general, one general woman, one SC ST OBC and one ST ST OBC woman

(06) numbers will be
total = 364
women = 182 = 50%
SC = 26 = 7.14% same as today
ST = 54 = 14.85% same as today
OBC = 102 = 28%
And in each of SC ST OBC , 50% will be women

(07) Delimitation in Gujarat vidhsabha is due AFTER 2028. So there will be no delimitation issue for now. And delimitation within Gujarat is NOT opposed by southern states. The southern states Also did NOT oppose change in number of constitutiencies in Vidhansabha in any state. So delimitation is non issue here. Same for UP UK PB HP

(08) So using above algorith, its possible to give 28% reservation to OBC, and 50% to women in all 5 vidhsabha whose elections are due in feb-2027 and both vidhsanbha whose elections are due in dec-2027

(09) so OBC women resevation issue will end. And imo so there will be more room for ballot paper issue and "equal distribution of mineral royalty" aka Thomasism aka KhaMBa issue.

वेतन, पेंशन और सभी सुविधाओं को 50% तक कम करें। गुजरात में 182 निर्वाचन क्षेत्र हैं और 182 विधायक हैं। विधायकों की संख्या को दोगुना करके 364 किया जाए।

निर्वाचन क्षेत्रों को इस तरह जोड़ा जाए (1, 2), (3, 4) ताकि कुल 91 निर्वाचन क्षेत्र बनें।

प्रत्येक निर्वाचन क्षेत्र में 4 विधायक हों, ठीक उसी तरह जैसे अहमदाबाद म्युनिसिपल कॉर्पोरेशन में। और एक सामान्य, एक सामान्य महिला, एक SC ST OBC और एक SC ST OBC महिला हो।

संख्या इस प्रकार होगी
कुल = 364
महिलाएँ = 182 = 50%

इसलिए परिसीमन यहाँ मुद्दा नहीं है। यही बात यूपी, उत्तराखंड, पंजाब, हिमाचल प्रदेश पर भी लागू होती है।

तो ऊपर दिए गए एल्गोरिद्म का उपयोग करके, उन 5 विधानसभा में जहाँ फरवरी 2027 में चुनाव होने हैं और उन 2 विधानसभा में जहाँ दिसंबर 2027 में चुनाव होने हैं, OBC को 28% और महिलाओं को 50% आरक्षण देना संभव है।

इस प्रकार OBC महिला आरक्षण का मुद्दा समाप्त हो जाएगा। और मेरे अनुसार इससे बैलेट पेपर मुद्दे और "खनिज रॉयल्टी का समान वितरण" यानी थॉमसिज्म यानी खाम्बा मुद्दे के लिए अधिक जगह बनेगी।

बाद में, पूरे भारत में सुप्रीम और हाई कोर्ट में महिलाओं, SC ST OBC के लिए आरक्षण हेतु संवैधानिक संशोधन भी पारित किए जाएँ। इससे भ्रष्टाचार, भाई-भतीजावाद आदि के नेटवर्क वैसे ही बने रहेंगे जैसे अभी हैं। इसमें कोई वृद्धि नहीं होगी।

हम एक ऐसी कानूनी व्यवस्था बनाना चाहते हैं, जहाँ केवल पुलिस प्रमुखों, सरकारी अधिकारियों, न्यायाधीशों और नेता/मंत्रियों की मनमर्जी नहीं चलेगी, बल्कि जनता के हाथ में मंत्रियों, न्यायाधीशों, सरकारी अधिकारियों और पुलिस प्रमुखों पर 24 घंटे नियंत्रण रहेगा।

जहाँ वोट की शक्ति केवल चुनाव तक सीमित नहीं रहेगी, बल्कि हर दिन काम करेगी। जहाँ शीघ्र न्याय मिलेगा, संपत्ति और सुविधाओं का लाभ जनता तक ईमानदारी से पहुँचेगा और नेता/मंत्री, सरकारी अधिकारी, पुलिस प्रमुख, न्यायाधीश जनता के प्रति हमेशा जवाबदेह रहेंगे। यह कोई वादा नहीं है, बल्कि जनता द्वारा कानूनी मांग और अधिकारों के लिए एक लड़ाई है।

#1 संविधान अनुच्छेद 328 कानून के तहत मुख्यमंत्री महोदय से- मतदान कक्ष के भीतर बैलट पेपर के माध्यम से वोट देने के लिए विकल्प का कानून लागू करवाना।

(01) 2010 में महात्मा हरिप्रसाद जी ने असली EVM में प्रोग्राम डालकर आंतरिक छेड़छाड़ के माध्यम से वोट चोरी करके 'Sahara News Channel' में लाइव दिखा दिया था। इसके बाद Supreme Court के आदेश से Election Commission द्वारा EVM के साथ VVPAT जोड़ा गया था।

(02) लेकिन आज भी Election Commission पंचायत स्तर पर VVPAT के बिना EVM से चुनाव करा रहा है।

(03) 2019 के दिसंबर महीने में IIT-DELHI के इंजीनियर श्री राहुल चिमनभाई मेहता जी ने जंतर-मंतर पर EVM-VVPAT जैसी डेमो मशीन से डेमो दिखाकर प्रमाण किया था कि EVM के VVPAT में काले कांच और लाइट सेंसर होने के कारण 30% अधिक वोट MOCK POLL को बायपास करके चोरी किए जा सकते हैं।

(04) फरवरी 2024 में श्री राहुल चिमनभाई मेहता जी ने ₹40000 का डीडी (डिमांड ड्राफ्ट) चेक ड्राफ्ट लेटर के साथ चुनाव आयोग को दिया और मांग की कि उन्हें असली EVM दी जाए। राहुल मेहता जी उसमें #EvmBlackGlassCode के माध्यम से यह साबित कर देंगे कि असली EVM-VVPAT में चोरी करने वाला प्रोग्रामिंग कोड डाला जा सकता है और काले कांच तथा लाइट सेंसर की मदद से एक साथ करोड़ों वोट चोरी किए जा सकते हैं।

(05) 2019 से अब तक हम जंतर-मंतर पर 20 बार से अधिक जनता के बीच EVM-VVPAT वोट चोरी का डेमो दे चुके हैं, लेकिन आज तक न चुनाव आयोग ने राहुल मेहता जी को EVM दी है, और न ही सुप्रीम कोर्ट ने स्वयं संज्ञान (suo motu) लेकर राहुल मेहता जी को मशीन दी है।

राजवंश को अवश्य ही जनता के नियंत्रण में रहना चाहिए, अन्यथा वे जनता के संसाधनों की लूट करेंगे और राज्य नष्ट हो जाएगा - अथर्ववेद।

#2 सरकारी जमीन किराया बंटवारा कानून।

(सरकारी जमीन का किराया सीधे नागरिकों के खाते में भेजने का प्रस्ताव)

इस कानून का उद्देश्य सरकार के स्वामित्व वाली उन सभी जमीनों को, जिन्हें सरकार या आम जनता उपयोग नहीं कर रही है, उन्हें बाजार में लाना है। इस प्रस्तावित कानून के मुख्य बिंदु नीचे दिए गए हैं। #SaJaKiBa

इस कानून के लागू होने के बाद, केंद्र और राज्य सरकार के स्वामित्व वाली सभी खाली जमीन 5 से 25 वर्ष की अवधि के लिए लीज पर दी जाएगी। इस जमीन से प्राप्त किराया सभी भारतीयों के बीच समान रूप से वितरित किया जाएगा। यह राशि हर महीने सीधे प्रत्येक भारतीय के बैंक खाते में जमा की जाएगी।

उदाहरण के लिए दिल्ली 1500 करोड़ वर्ग फुट में फैली हुई है, और इसमें से 300 करोड़ वर्ग फुट जमीन सरकार के पास खाली पड़ी है। और इसी तरह सरकार के पास पूरे भारत में (अहमदाबाद में 50 करोड़ वर्ग फुट, जयपुर में 70 करोड़ वर्ग फुट) मूल्यवान जमीन है, जिनका कोई उपयोग नहीं हो रहा है। इन सभी जमीनों को किराया/लीज पर दे दिया जाएगा।

#3 भारतीय राष्ट्रीय नागरिकता रजिस्टर कानून।

NRCI - National Register for Citizenship of India

विभिन्न सरकारी एजेंसियों के अनुसार भारत में लगभग 2 करोड़ अवैध आर्थिक विदेशी (illegal economic immigrant) निवास कर रहे हैं। असम, बंगाल, पूर्वोत्तर के अलावा ये पूरे भारत में फैले हुए हैं।

इन अवैध विदेशियों में उत्पीड़ित शरणार्थी भी हैं, और आर्थिक अवसर की तलाश में आए विदेशी (illegal economic migrant) भी हैं। इनके कारण भारत के संसाधनों पर दबाव बढ़ रहा है।

और ये हमारी आंतरिक सुरक्षा के लिए भी खतरा हैं। इन अवैध विदेशी निवासियों में कई समूह हिंसक अपराध और तस्करी आदि में भी शामिल हैं। यदि अमेरिका पाकिस्तान और चीन इन्हें बांग्लादेश सीमा के माध्यम से हथियार भेजना शुरू कर दें, तो ये अवैध विदेशी निवासी भारत में एक हिंसक गृहयुद्ध शुरू कर सकते हैं।

गृह मंत्री अमित शाह ने 2019 में संसद में आश्वासन दिया था कि बहुत जल्द वे देशव्यापी NRC का मसौदा लाएंगे। लेकिन सरकार ने अब तक NRC का मसौदा भी प्रस्तुत नहीं किया है। असम में जो NRC का मसौदा लागू किया गया था, उसमें गंभीर विसंगतियाँ और त्रुटियों थीं।

उदाहरण के लिए, असम का NRC न तो अवैध रूप से रह रहे आर्थिक विदेशियों की पहचान करता है, और न ही उन्हें डिपोर्ट करने की कोई व्यवस्था देता है।

दूसरे शब्दों में, CAA और असम में किया गया NRC इस समस्या का समाधान नहीं कर पाए, बल्कि इस प्रकार का प्रचार बनाया गया कि समस्या का समाधान हो गया है।

हमारे द्वारा प्रस्तावित NRCI में ऐसा प्रावधान किया गया है कि इस कानून के आने के 1 वर्ष के भीतर सभी अवैध आर्थिक विदेशी या तो डिपोर्ट कर दिए जाएंगे या स्वयं अपने देश वापस चले जाएंगे।

#4 वोट वापसी पासबुक कानून।

Vote Vapsi Passbook; इस कानून को लागू करने के लिए विधानसभा या लोकसभा में पास होने की आवश्यकता नहीं है। मुख्यमंत्री या प्रधानमंत्री इस कानून पर हस्ताक्षर करके इसे सीधे गेजेट में प्रकाशित कर सकते हैं।

(1) इस कानून के गेजट में प्रकाशित होने के 30 दिनों के भीतर प्रत्येक Voter एक Vote Vapsi Passbook प्राप्त करेगा। निम्नलिखित चार अधिकारी इस Vote Vapsi Passbook के अंतर्गत आएंगे:

1. जिला पुलिस प्रमुख। 2. मुख्यमंत्री। 3. स्वास्थ्य मंत्री। 4. शिक्षा मंत्री।

(2) यदि आप उपरोक्त व्यक्तियों के कार्य से संतुष्ट नहीं हैं और उनके स्थान पर किसी अन्य व्यक्ति को नियुक्त करना चाहते हैं, तो आप पटवारी कार्यालय में अपना अनुमोदन दर्ज कर सकते हैं। आप एसएमएस के माध्यम से भी अपना अनुमोदन दर्ज कर सकते हैं। आप किसी भी समय अपना अनुमोदन दे सकते हैं या वापस ले सकते हैं। यह अनुमोदन आपका वोट नहीं है, बल्कि एक सुझाव है।

(3) प्रारंभिक रूप से, पासबुक में ऊपर उल्लिखित चार अधिकारियों के नाम होंगे। मुख्यमंत्री जिला जज, हाई कोर्ट जज, मेडिकल ऑफिसर आदि जैसे अन्य अधिकारियों के लिए भी पासबुक में पृष्ठ जोड़ सकते हैं। नागरिक भी पासबुक में विशिष्ट अधिकारियों के नाम जोड़ने के लिए अपनी सहमति दर्ज करने हेतु इस कानून की धारा 10 का उपयोग कर सकते हैं। इस कानून का पूरा ड्राफ्ट देखने के लिए, इस लिंक पर जाएं: Tinyurl.com/Vvp33

Imo, best counter argument is - range voting ends casteism.

How imo range voting ends casteism. And preferential voting also ends casteism. .

( Range voting is easier to explain and doesnt suffer from arrow's useless uncertainty theorm. But range voting is very difficult to implement using secret ballot and easy to implement using open voting.)

Say a voter V is casteism. Say there 10 candidates c1 to c10 and say c1 to c5 are casteists and c6 to c10 are caste neutral

In range voting, voter gives 0 to 100 score to zero or more candidate.

So now say V gives 100 points to C1 due to caste factor. And same V will give 0 to C2 to C5 because they are casteists from other castes.

Now V knows most voters will not vote for C1. So V will now give 99 or some score to one or more of C6 to C10.

And all casteist voters will act that way

Now in any constituency of over 2 lakhs, one caste doesnt have more than 10%. And in case they do, caste votes get divided in subcastes or personalities.

So C1 will get points from atmost 10% to atmost 20% voters only. While caste neutral candidates will get votes from across population.

So none of the casteist candidate will win

Preferential voting will work in same way.

So Preferential voting and range voting ends influence of casteism in elections.

Imo, most effective counter arguments are

(1) preferential voting and range voting ends influence of threat.

(2) open vote can be recalled and given to another candidate anyday. Criminal doesnt have money to harass of lakhs of people everyday.

Actual number of voters who voted in ahmedabad municipal elections

oct-2010 = 15 lakh
oct-2015 = 20.50 lakh
feb-2021 =19.65 lakh
apr-2026 =19.69 lakh

2021 was lower because lakhs of labor had left ahmedabad due to lockdowns.

Lets compare 2026 with 2021 and 2015.

Ahmedabad adult population growth due to birth minus deaths will be at least 5 lakhs in 5 yeats and population growth due to incoming migration will be also a few lakhs.

And voting decreased by few lakhs due to heat

But still, 2026 is low

One explanation is give is - lakhs died due to lockdown forced walkathon 2020 and corona 2021 vaxine. And health of many lakhs weakened and so they left ahmedabad and went back to their villages.

Only way imo is to make death registry public. A proposal opposed by modi raga arke brc dbnk etc.
