All decisions making systems evolve or degenerate into
(1) democracy - jurysys , elected judges , elected police chief , shorter terms , recall,
(2) elitemenocracy - facthiding elitemen appoint judges , police chiefs and rule via facthiding.
(3) written exam

Written exams work only at lower middle level and not at apex levels. And apex will decide quality of written exam. So at apex levels, there are only two systems
