(01) चुनाव आयोग के मैन्युअल बुक के हिसाब से evm में इंटरनेट वाई-फाई नहीं है , इसलिए evm को हैक नहीं किया जा सकता है।

(02) evm में >इनसाइड टेंपरिंग< हो सकती है, मतलब जो लोग मशीन का एक्सेस रखते हैं वह प्रोग्राम द्वारा कागज और इलेक्ट्रॉनिक वोटों की चोरी कर सकते हैं।

(03) evm कोइ स्टैंड अलोन मशीन नहीं है , लेकिन चुनाव आयोग कहता है कि evm स्टेंड अलोन मशीन है।

(04) हर चुनाव से 14 दिन पहले सॉफ्टवेयर प्रोग्रामेबल फाइल (जिसे सिंबल लोडिंग यूनिट कहा जाता है) evm में BEL का टेक्निशन अपने लैपटॉप से डालता है, इसलिए evm का बाहरी मशीन से लेना देना है और इस वजह से evm एक स्टैंड अलोन डिवाइस नहीं है।

(1) First, I strongly disagree with march towards Parliament. Parliament belongs to PEOPLE of Bharat - it is not some palace of king. Lack of "accountability" is because lack of right to recall on Education Ministers and other ministers , 5 year loksabha term instead of usa like 2 year term and absence of paper ballots.

(2) So using andolan and election contesting, we can correct all these flaws. Using andolans and election contesting, we can force MPs to bring referendum law. Or, without referendum law , using andolan and electioneering ,we can force MPs to amend People Prepresentation Act to have 2 year Loksabha Vidhansabha terms. And using andolan + electioneering , we can bring RTR Education Minister and other Ministers. For ballot papers, andolan alone is way. THERE IS NO NEED TO MARCH TOWARDS PARLIAMENT.

(3) But again, CJP apex did NOT even support paper ballot demand which is 10s of time more imp than resignation of a 2 bit minister resignation. Over 90% CJP supporters aka HoneyBees , support ballot paper. And since day-one, lakhs of HoneyBees (aka CJP supporters) have been asking CJP-apex to make ballot paper as one imp issue. But CJP-apex has been using "next life time" sentences to kill the ballot paper issue. Same way , ArKe and Anna opposed ballot paper in year 2011.

(4) over 90% HoneyBees aka CJP supporters also support usa like 2 year LS VS terms and want to make it andolan point. But again CJP-apex is killing this proposal using "next life time" sentences,

(5) So Imo, we must continue andolan for accountability, by demanding usa like 2 year terms for LS VS , RTR over all Ministers and ballot papers. But Parliament is NOT a King Palace. And march towards Parliament event MUST BE CANCELED.

Before 2020 , every andolankari used word 'recall'. But now CJP apex use word accountability and are very careful in ensuring that word recall doesnt even come out of their mouths !!!

Whenever someone makes this statement, that "EVM solves booth capturing", I wonder. Does EVM have builtin AK-47 that will shoot down bogus voter? Or EVM has some logic and circuit that will give 440 V shock to bogus voter? Despite all my B Tech and MS in computer science, since 1989, I have NOT been able to grasp the LOGIC behind claims that "EVM will reduce booth capturing" !!! I always asked "how the hell can an EVM stop CRIMINAL or a bribe giver, from pressing button after button and casting twice the votes that number of voters in booth !! But then, my IQ is only 107, and IQ of those who say "EVM ended booth capturing" was over 1000.

Solution to booth capturing I propose is to put camera in booth and make vdo live on youtube. And JurySys and narcotest in public to punish booth capturers. EVM is a nonsense, and certainly a nonsense when it comes to reducing booth capturing.

In yeat 1986 , about 3.5 crore youth crosses 17 years of age of which 26000 got admitted into MBBS. 1 in 1500.

Come 2026 , about 2.3 crore crossed age of 17 years and 157000 will get admission in MBBS . 1 in 160 !!!

जबकि सच्चाई यह है कि सुकरात को मृत्यु दंड नागरिको की जूरी ने दिया था !!! एथेंस के 500 आम नागरिको ने सुकरात का मुकदमा सुना और उनमे से 380 नागरिको ने वोट किया कि सुकरात जो अपराध कर रहा है उसके लिए उसे मृत्यु दंड दे दिया जाना चाहिए। जूरी सुकरात को मारना नहीं चाहती थी , अत: उन्होंने ट्रायल से पहले सुकरात को एथेंस छोड़कर चले जाने को कहा , पर सुकरात ने एथेंस छोड़ कर जाने से मना कर दिया।

सजा सुनाने के बाद भी कारागार के दरवाजे खुले रखे गए, ताकि यदि वह जाना चाहता है चला जाए। सुकरात फिर भी नहीं गया। अंत में मजबूरी में उसे जहर का प्याला पिलाया गया, जिससे उसकी मौत हो गयी।

ऐसा नहीं है कि पेड जयप्रकाश चौकसे को इस बारे में जानकारी नहीं है। किन्तु फिर भी उन्होंने जान बुझकर इस बात को छिपाया, क्योंकि वे अपने पाठको को जूरी सिस्टम की जानकारी नहीं देना चाहते थे। यदि वे इस तथ्य को उद्घाटित करते तो पाठक के दिमाग में यह जायज प्रश्न खड़ा होता कि आखिर सुकरात ऐसा क्या कर रहा था कि उसके देश के 500 में से 380 लोग उसे मार दिए जाने पर सहमत थे। और फिर भी वे उसे मारना नहीं चाहते थे। किन्तु सुकरात शहीद होने पर तुला हुआ था और उसने देश छोड़कर जाने से मना कर दिया। अतत: उसे जहर पिलाना पड़ा।

इसके अलावा पेड जय प्रकाश चौकसे यह बात भी लिखते रहते है कि राईट टू रिकॉल आने से रोज चुनाव होंगे। लेकिन वे किस पद पर राईट टू रिकॉल की बार कर रहे है और अमुक राईट टू रिकॉल की क्या प्रक्रिया होगी इस बारे में वे कोई खुलासा नहीं करते !! वे अपने पाठको तक बस ये जानकारी पहुँचाना चाहते है कि राईट टू रिकॉल में रोज चुनाव होते है !! हालांकि अमेरिका में जिला पुलिस प्रमुख को शामिल करते हुए दर्जन भर पदों पर राईट टू रिकॉल प्रक्रियाएं मौजूद है, किन्तु वहां पर रोज चुनाव नहीं होते। दरअसल अमेरिका में लगभग 20 से 30 साल में भी कभी रिकॉल इलेक्शन नहीं होता।

भारत में राईट टू रिकॉल के ड्राफ्ट सिर्फ राईट टू रिकॉल ग्रुप ने प्रस्तावित किये है। और राईट टू रिकॉल ग्रुप के प्रस्तावित ड्राफ्ट में तो चुनाव होने का सिस्टम ही नहीं है। मतलब जब किसी अधिकारी को निकाला जाएगा तब भी चुनाव नहीं होंगे !! और राईट टू रिकॉल ग्रुप के अलावा अब तक भारत में किसी भी व्यक्ति/संस्था/पार्टी/संगठन ने राईट टू रिकॉल के ड्राफ्ट सामने नहीं रखे है। तो ये रोज चुनाव की थ्योरी वे कहाँ से लाते है सिर्फ उनके स्पोंसर जानते है !!

एक अपवाद वरुण गाँधी जी का है। किन्तु उन्होंने सिर्फ एक पद पर यानी राईट टू रिकॉल सांसद का ड्राफ्ट प्रस्तावित किया है। वैसे भी सांसद पर राईट टू रिकॉल होना न होना बराबर है, और इससे कोई फर्क नहीं आएगा। सांसद के पास नीति बनाने का निर्णायक अधिकार नहीं होता है, और व्हिप क़ानून के कारण वह अपनी पार्टी द्वारा पेश किये गए बिल पर ठप्पा लगाने के लिए बाध्य है। अत: राईट टू रिकॉल के लिहाज से सांसद एक चिल्लर पद पर है। एक सांसद के रूप में उसके पास कोई शक्तियाँ नहीं है।

इसके अलावा भी पेड दैनिक भास्कर काफी तेज अखबार है। आपको याद होगा कि 27 सितम्बर 2016 को भारतीय सेना ने पाकिस्तान पर सर्जिकल स्ट्राइक की थी। लेकिन पेड दैनिक भास्कर के एडिटर ने इस स्ट्राइक की खबर 23 सितम्बर 2016 को ही दे दी थी !!! इस तरह पेड दैनिक भास्कर के पाठको को इस स्ट्राइक की एडवांस खबर थी। पेड भास्कर ने यह भी बता दिया था कि रात को बोर्डर क्रोस करके भारत के सैनिको ने 30 आतंकियों को मार गिराया था और सुरक्षित रूप से वापिस लौट आये थे। और जब सेना ने 27 सितम्बर को प्रेस कोंफ्रेंस की तो दैनिक भास्कर के पाठको के लिए यह खबर पुरानी हो चुकी थी !!!

बहरहाल, मीडिया के लिए सही नाम पेड मीडिया है। मीडिया 200 साल पहले भी पेड मीडिया था और आज भी पेड मीडिया है। पेड मीडिया ने खुद के बारे सबसे बड़ा झूठ यह फैलाया है कि वह लोकतंत्र का चौथा खम्बा है, और उसका काम ख़बरें देना है।

समाधान ?

पेड मीडिया को अन पेड नहीं बनाया जा सकता। किसी न किसी को तो इसके लिए पैसा देना ही पड़ेगा। तो मेरा प्रस्ताव इसे सिटिजन पेड मीडिया बनाने का है। इसके लिए मैंने दूरदर्शन चेयरमेन पर वोट वापसी एवं उसके स्टाफ पर जूरी प्रक्रियाओं का प्रस्ताव किया है। इस क़ानून को यदि गेजेट में छाप दिया जाए तो दूरदर्शन अपना प्रसारण तेजी से सुधारने लगेगा। और यह इतना बेहतर हो जाएगा कि प्राइवेट चेनल अपने दर्शक खोने लगेंगे। अभी डीडी अध्यक्ष निजी चैनलों से घूस खाकर दूरदर्शन के प्रसारण को घटिया बनाए रखता है।

एक जरुरी बात — पेड मीडिया की सबसे बड़ी ताकत यह है कि यदि देश के 100 करोड़ नागरिको को इस बात का अच्छी तरह से विश्वास हो जाए कि मीडिया बिका हुआ है तब भी इसकी ताकत में 1% की भी गिरावट नहीं आती। मतलब पेड मीडिया को एक्सपोज करने से कोई फायदा नहीं होता है। और यही इसकी सबसे बड़ी ताकत है।
