Modi abv never spoke words that they will end caste based reservation. But both showed postures that created beliefs in minds of upper caste that modi abv will end caste based reservation

Solution : bring optional non binding referendum law in bharat and all states. So any voter can propose referendum proposal for say rs 100 fee. And any voter can vote openly or secretly. If over 20% say YES, then in next general election , that proposal will be put on ballot. Though , if 51% vote YES, then it will be declared as passed and it will not come on ballot. And referendum will be non binding on PM CM
