Optional open vote based referendum

Many anti democracy people oppose TCP by citing a valid looking objection - approvals are OPEN ie visible to all
Now between 1788 and 1884 , usa had open voting. Usa elected 48 loksabha , 24 presidents , 48 vidhansabha , 24 governors , about 48 district police chiefs , over 20 district judges - all by OPEN vote. Even in Bharat, all voting till 1934 was open voting.
But making and communicating history based support for open vote is time consuming and needs too much communication.

Imo, a better way is to make draft for OPTIONAL open vote referendum
.
(1) any voter can register a proposal on PM website for rs 50 per page
.
(2) voter may vote in OPEN via patwari office or app or sms as implemented by CM. He may change vote any day. Voter can decide to have secret ballot.

(3) If over 51% of ALL voters have voted YES , then there will be no secretary ballot.
.
(4) if over 25% voters YES and it is below 51%, then proposal will come on secret ballot in next general loksabha elections
.
(5) ONLY the voters who have NOT voted in public can vote in secret ballot
