Can you design an exam 99.99% immune to rouge paper setter?

Rougye paper setter means - paper setter leaks out

Narcotest will detect later ( post facto ) . So narcotest is too weak to decide future intension. So narcotest wont help in stopping paper leaks.

Questions may be made computer based. Answers will be on sheets which will be scanned right after exam and uploaded on public net

So what mechanism will make exam leak proof?
