When NaMo appointed IMF\WB agent Nripendra Mishra as apex-IAS, what made him so sure that Congress will pass the legislation to appoint him as Cabinet secretary?

Nripendra Mishra has worked in IMF\WB for 5 years. One has have a die hard "Indians inferior, Gora superior" mentality to survive 1 year in IMF\WB. After that, he became TRAI chief, Now TRAI act says that TRAI chief cant become Govt employee again. NaMo appointed Nripendra Mishra as cabinet secretray and so TRAI act needed an amendment. Since Parliament wasnt in session, NaMo printed an Ordinance in the Gazette. This has to be passed in both houses.

BJP has 282 MPs Loksabha,But whole NDA has less than 100 MPs in Rajyasabha. So what gave so much confidence to NaMo that ordinance will get passed in Rajyasabha?

One explaination is --- the WB\IMF-mafia who forced NaMo to appoint Nripendra Mishra as Cabinet Secretary also own Congress and big part of Third Front. And so they were confident that proposed amendment will pass Rajyasabha as well.

IOW, all the fight between Congress, BJP, AAP, SP etc is just one drama. When orders come from NYC, all Congress MPs, BJP MPs, AAP MPs, SP MPs etc vote as per orders only.
