Back of the envelope calculations show that hige amount of diesel seems to be getting stolen from railways !! To get exact numbers, one will need to get full trainwise consumption.

solution is to use dyes. There are harmless dyes and maskers which can be mixed in disel and they make the smoke colored. Say red color is used. Then if someone steals that dye and used that disel in truck, then that truck will emit red smoke which can be easily seen and detected even from a distance. And then marker can prove the exact source. That will cust down diesel theft from railways and also city\state transport.

Another "theft" from railways is a large number of ticket less passengers. That can be stopped by dismissing all TCs = Ticket Checkers !! And use 100% private commission based TCs and Jury System, There are many technical solutions to reduce free-loading.

All in all, ways to fix railways are there, FDI is farce. No FDi is needed to improve railways.
