Any good article etc on why electricity outages have increased? Some people say that they never had ourages in almost past 2 years, while now it has become epidemic. Please no slogan shouting and no jokes.

Is it because states around Delhi are now giving lesser electricity to Delhi? I heard someone saying that UP and Haryana have both reduced their supply to Delhi. Is it true? Or some other reasons?
