An agency like CIA can obtain contract to ship EVMs from Banglore to all districts in India, and can change EVM circuit in transit. And new circuit can be capable of changing votes by remote control signal sent from over 1 km away. By control apex persons in BEL and thru a small staff of just 50-100 persons on grounds, CIA etc can change crores of votes in lakhs of EVMs.

VVPAT does NOT solve the problem. For one, ECI says that they will NOT count VVPAT !! And VVPAT machine is very very expensive - Rs 40000 per booth compared to mere Rs 3000 per booth for paper ballot. And VVPAT counting will make whole process more expensive and tedious !!

So imo the solution is to bring ballot paper back. In ballot paper system, to rig one lakh booths, one would need over 2 lakh criminals across India, and this is NOT feasible. IOW, ballot papers are much much safer than EVMs.
