One more question for recallists -- pls google on sortition. It means filling a position in govt using random selection. eg we have proposed sortition in Jury.
.
So election of 543 MPs be replaced by sortition i.e. randomly select 543 MPs and make them MP, and if one goes defcunt / corrupt, then Jury of say 1500 voters can expel him, but replacement will come again via random selection. IOW, no election of MPs or no mass opinon gathering?
.
Please take this as no joke. Because Athence used sortition and many across world and in India are working on this proposal.
.
We have proposed election + recall to fill 543 MP positions and many more such positions such MLA, Panchayats, PM, CM Rajsabha MPs etc. We have NO proposed random selection of MPs.
.
Election has known demerit --- schemers and money power dominate. A schemer and a man with sponsor is more likely to win election than someone who isnt schemer. So if MPs are chosen via election, then many of them will have nexuses with elitemen. While random selection removes possibility of all random selection.
.
So if we say --- select 1500 Jurors from voter list as random, then why not chose 543 MPs from voter list at random? Or why not chose district panchayat members using random selection?
.
So what do YOU support --- election vs sortition?
.
And what political camapign method would YOU take, if an activist proposed sortition and claims that sortion will have less nexused MPs than (election + recall)

.
My argument against sortition - we can .combine sortion and election
.
i.e. lets have 543*3 MPs, --- one third are elected with preferential voting system, 1/3rd are recruited by written exams, and one third are selected at random.
.
Sortition - Lets say India has 85 crore voters, and India is divided into say 453 Constituency, and each constituency has say 15.6 lakh voters . Say 543 MPs are chosen at random from whole India, or one person is chosen at random from each constituency or N persons are chosen from each state, where N = number of constituency in each state. After 5 years, there will be re-sortition. And if MP is bad, thena Jury of 500 will decide if he should continue or expelled. And if expelled, then new person is chosen at random
.
Election -- Each constitution elects one MP
.
-------------------
.
Now in election, merit will be better. In India, merit in election gets lowered because if a person wants to stop SoGa or elect NaMo as PM, he has no option but to vote for BJP candidate as MP. And if he wants to stop NaMo or he wants SoGa to become PM, then he has no option but to vote for Congress. And same for most parties.
.
So parties know this limitation, that voter has limited choice. So they dont hesitate in putting less intelligent person as candidate.
.
But consider USA, where Parliament elections are separate from President. So if one has wants say Trump as President, he can vote for Trump, and later he can vote for a Democrat as Senator. So both parties have to put better candidates, may not be best. But level is better than the case when MP/PM elections are clubbed.
.
So today, quality of MP in India is poor because and one reason is that MP / PM election are clubbed, Not because of procedure of election per se,
.
Another is --- a voter wants to stop A from getting elected , and so he doesnt vote for X whom he thinks is best but votes for B who can possibly stop A. This problem reduces with preferntial voting system aka instant runoff voting
.
So lets consider systems where
.
(i), MPs are elected separately from PM, elected with preferential voting system and are recallable. And TCP is there to print the laws that people want and MPs are refusing to print.
.
(ii) random selection
.
Here election will give better results than sortion.
.
Why?
.
Sortition will give people with average intelligence, and some half will be bewlo average. Where as system where each candidate is elected on his own, the IQ level will be higher. He may be schemer, he may be nexused, but he will be smarter. And sometimes, to make laws and deal with foreign enemies. one may need smarter person even if schemer
.
Also, lets say a person has proved to be a good law-drafter. Then sortion allows no way to retain him. Whereas election allows people to retain him.
.
And lets say if a MP has nexuses. Then when he writes law-drafts, the nexuses will become visible. So at that time, voters can expel him.
.
The problem of unfair mediamen or rather paidmediamen is because of lack of RTR over Doordarshan-Chairman, and it is NOT due to election system. The absence of RTR over Doordarshan-Chairman has worsened election system, and ensured that chances of nexused candidate winning increases. And so due to absence of RTR over Doordarshan Chairman, sortion has edge over election. But once RTR comes over Doordarshan Chairman, the edge sortion has over election, along the dimension of nexuslessness will reduce
.
And in my proposal sets, there is sortion for final passing of the law. How? In chap-40, I have proposed the law taht law passed by MPs will be sent to each tahsil where 15 persons will be chosen at random. And if majority Jurors oppose this law, then law will be considered as cancelled by that Tahsil. And if majority tahsil cancel that law passed by MPs, then that law will be cancelled
.
====
.
But finally, sortion has one point which best election system cant possibly have --- highest degree of nexulessness and least amoun or zero amount of scheming.
.
------
.
Also, during election, candidate makes promise and so he can be asked to fulfill the promises. And election + recall ensures that he wont make wild promises and he works to fulfill the promises. But an MP selected by sortition never made promises, and so he cant be asked to work to keep the.
.
And the process of election will force candidates to come up with solutions. So many solution proposals which come due to elections wont come due to sortition.
.
So solution I propose is
.
(1) Let each constituency have 3 MPs
.
(2) One is elected using preferential voting system, one is selected by written exam and third is selected using random selection.
.
(3) Each of of the three is recallable by majority and / or Jury of 500 voters. But if recalled, then next one will be selected by same method
.
(4) Law passed MPs will be sent to Tahsils Juries and if Tahsil Juries cancel it, them it will be cancelled.
.
So there is no harm in accommodating sortition. And election system can also stay. On some issues, the MPs selected by randomness , due to their nexuslessness, may outperform elected MPs.
