Can you write an FB application in VB.net or C#.net which can do as follows?

1. Say X subscribed to that FbApp
.
2. FbApp will get names of All friends of FbApp
.
3. FbApp keeps track of some 200-300 posts in 2-3 specific pages, say ProposedLawDrafts page., ProposedLawHindi page etc
.
4. FBApp will send only one message or one notification to user X --- each time number of supporters of any post on that page doubles and is more than 128, it will send him a notification. And it will notify him which of his friends have liked that status,
