The solution I propose to keeping India cleaner are .
.
1. Wealth tax --- this will reduce land pries and enable slum dwellers to buy small flats. It will also increase income as businesses increase. see details in chap-25 of rahulmehta .com/301.htm
.
2. Right to Recall Deputy Municipal Commissioner , incharge sanitation ---- he is the main person who administers cleaning, sanitation etc.
.
3. Jury System over Municipality staff
.
4. Water meter law --- all water connection should be metered. This will reduce wastage in area where water is plenty so that water becomes available in areas which are deficient. It will also reduce electricity consumption.
.
These laws will reduce dirt we see. Last thing we need is more symbolic actions.
