Instead of saying "municipal corporator has zero power" , simply say "mayor is far far more powerful than corporator. Even to get a small task done in his own constituency, corporator has to ask mayor"

My point is - always use sentences with zero or much less inaccuracies. A small accuracy gives opportunity to disrupter to disrupt and look valid.
