Why "see , no outsider could do votechori and thus insiders too cannot do votechori" is a nonsense sentence

I or any good engineer can make password protected "vvpat evm SLA" system where in only vvpat coder , SLA coder and SLA admins combined , can do votechori. And no one else can do votechori because they do not know the password inside vvpat code.

Here , outsider can be given vvpat. Ge can open vvpat but vvpat can be made in a way that any attempt to open it will crack the chip and make it unreadable. So no outsider will ever get password. Worse or better, password can be protected by public key private key, with private key only with SLA admin.

Iow , I can make an evm vvpat sla system , where all my candidates will get 60% votes in all 10 lakh booths without single voter voting for me , and no outsider will be able to do or prove votechori even if he is allowed to open evm vvpat and given every byte of sla code !!!
