Say an EVM is unhacable by an outsider. Then it does NOT mean that INSIDERS cannot to mass votechori via that EVM.

eg I can make ( evm + vvpat + sla ) , in a way that , put my code in all 11 lakh loksabha evms , that after code is put , just make me SLA administrator. And no one will be hack my EVMs , because it will be protected by passwords and private / publci keys. But I will do votechori in my ( evm + vvpat + sla ) setup , to the extent of 60% or more in EACH of the 11 lakh evm / vvpat , in a way , no voter , no RO and no presiding officer will even notice.
