Delay in payment of bills is MOSTLY due to excessive corruption
.
In most Govt hospitals, the Chairman etc take a cut in almost all payments including oxygen payments. And Chairmens have to pass a portion of cuts to IAS / Ministers / CM etc,
.
Sometimes, Chairmen become too greedy and ask for too high a cut, which supplier refuses and so Chairman blocks the payments !!
.
And thats when such mess happen.
.
Now solution I propose to corruption is --- RTR Health State Minister, RTR District Health Officer, Jury System over Health / Hospital staff and narcotest in public in corruption cases
.
You may want to ask congress / rss / aap workers why they have ALWAYS opposed RTR / Jury / narcotest law-drafts?
.
Congress / rss leaders and workers have been opposing RTR / Jury since 1925. And AAPians were with assorted parties like cpi / cpm / NGOs etc and there they have opposed RTR / Jury since 1950s. All existing young AAPians also oppose RTR / Jury / narcotest in public. You may ask them why they oppose this law.
