Electricity generation data says electricity growth rate between apr-2016 and apr-2017 was 5.5%. And economic growth rate was stated as 5.1% . .
.
electricity per capita consumption of India is very low.and electricity is a basic necessity right after food / cloth / medicine etc, .
.
So growth rate in electricity consumption should be at least 1% more than total growth rate. if growth rate in over economy was 5.1%, then electricity consumption should have grown by some 6.1%
.
----
.
We need to compare with past 10 years before any final conclusion. i.e, take year to year growth rate of past 10 years and take year to year electricity growth rate of past 10 years, and then compare both rates for 2006-2017.

.
Electricity generation
.
apr-2017 = 110,165 million units
apr-2016 = 104,427 million units
increase = 5738 million units
% increase over apr-2016 = 5.5%
.
population of India = 1310 million
.
so per capita monthly electricity generation of apr-2017 = 84.04 units
.
per capita electricity generation per family of 5 = 421 units per month
.
And this inclused electricity consumed by industries, offices, malls, govt units, street lights, public water pumps and so on. Actual household consumption may be below half of above = 200 units per family per month.
