Any criminal can walk into booth and press button after button, and EVM cant stop that criminal. And criminal can stop weak voters such as poor or dalits from voting. Here too, EVM cant do much.

The ONLY difficulty EVM adds is 20 second delay. So to add say 500 votes, a criminal will have to wait for 500*20 - 10000 seconds = 3 hrs and so policemen can catch him with probability more than paper ballot

But if franking ballot paper is made compulsory, and franking machine can have delay of 20 seconds, then we have same 20 second delay.

OR we can have ballot paper dispensing machine (just as we have a currency note dispensing machine in ATMs). with 20 second delay.

OR we can have adhesive label dispending machine with 20 second delay, and ballot paper without adhesive label can be voided

And booth capturing didnt stop due to EVMs, It reduced because starting 1998, election commission started using CRPF and Military to gaurd booths. Before that ECI used to have just 1-2 LOCAL policemen with no guns to gaurd cluster of 1 to 10 booths !!! IOW, EVMs didnt reduce booth capturing. It was better policing.

Today, ECI can put CCTV camera (which are cheaper than EVMs) in booths and sensitive booths can have 2 camera, with live feeds to police stations. So booth capturing is passe, All in all, EVM lobby is using fake arguments to rationalize EVMs
