(1) After this law is enacted, you (the voter) may (or need not) approach Clerk incharge of voter cards and provide him following information, in specified forms, and also mention whether you want the information to be kept confidential or make it public :
(1.a) your facebook id
(1.b) your twitterid
(1.c) your id on mygov.in
(1.d) your email id
(1.e) your phone number
(1.f) aadhar card number
(1.g) finger print
(1.h) sha1 hash of your digital signature’s public key
(1.i) other information as added by PM

(2) You (voter) can also inform whether you wish to make one or more of your above details public or keep one of more of the details confidential.

(3) First registration for each piece of information will be free, And thereafter, you will need to pay Rs 5/- per charge per information.

Part - II : Instructions for Officers and comments

(6) comment :The comments are not part of actual code of this legislation draft. The activists and voters may use comments to understand the draft. And Jurors may use comments as a reference to decide a case. But the comments are NOT binding on anyone. .

(7) After the law is enacted, DC will make arrangements so that Clerk at office of Talati or Tahsaildaar or Collector can enter the information mentioned in clause-1 into system. And if the voter wants information to be confidential, then it will not come on public website and will not come on voter-list given to public, election candidates etc. But if voter has requested that information about him be made public, then his information will be put on website and also given to public along with voter list

(8) comment : the voters and activists can see that using above information, they can directly communicate to any voter who has publicly disclosed his information such as facebook id, twitter-id etc. And one may be able to communicate via software and collect opinions of thousands / lakhs / crores of voters directly, with or without use of any central websites.

(9) comment to CM, Mayor, District / Tahsil / Gram Sarpanchs : you may pass law / resolution by making changes (eg replacing word PM by CM or Mayor etc and other necessary changes) and make this applicable at State / City / District / Sarpanch / Gram level. That way, you can create a True Digital State / City / District / Tahsil / Gram.
