Islamic country vs non-Democratic country --- can non-democratic country ever win?

Say there are ONLY two countries in world, a non-islamic country A and an islamic country M
.
Now consider following democratic procedures
.
(a) Election
(b) Recruitment by written exams
(c) Gathering - everyone meets at one place say once a week
(d) Right to recall
(e) Jury System
(f) wealth tax (wt is outcome of democratic procedures)
(g) referendum
.
Say M doesnt have any democratic procedure except (c). (c) is built into Islam.

Now say A has no democratic procedure from (a) to (g).
.
Then can A survive against M?
.
Can A defeat M?
.
The question becomes relevant, because many in India want to weaken procedure of election, want to weaken procedure of recruitment by written exams and so on. And they oppose RTR, JurySys, referendum anyway.

So,
