Use of loudspeakers at religious place - confine to say 20 days a year , and sound level of mikes and other instruments can be capped by number of "supporters" of that temple / mosque etc in 5 km radius
.
The place of worship can decide which 20 days it wants and it should inform authority one day ahead.
.
Every person who is connected to that place can give a score of 0 to 100 to places around him, and total must add up to 100 (or else system will normalize it). You can call it "fixed right to use mike" !!!
.
The sound level a place can have will depend on the TOTAL points it gets from people who live 5 km around it. And there will be an upper limit to that.
.
eg say there is temple or mosque P. And say there are 10 people in its 5 km radius. Say a place got score of say (20,, 30, 50, 100, 0, 0, 0 ,0 0, 0). So total score the place of worship got is = 200. So maximum sound level it can emit will be proportional 200. So a place which has score of 400 will have twice the level. And of course, there will be one cap, which will apply no matter how high the score is.
.
The sound levels are regulated by local SP
