Tcp is already here now (or is it?) Then how come MRCM etc law-drafts are NOT passing?

One of my / our claims was that once TCP draft is printed in Gazette, then the law-drafts like MRCM , RTR , JurySys etc will get printed in Gazette within months

Well, TCP is already printed in Gazette !!!

How?

Anyone can propose a law-drafts like MRCM in pdf and upload pdf on mygov dot in and using the link, the law-draft is visible to all. So mygov dot in implements clause-2 of TCP.

Anyone can register YES by writing "@PmoIndia LINK " on twitter. Using various software , the counts of tweets can be obtained. Twitter IDs can be fake, but at least , some reliable measure about actual count can be obtained. So twitter implements clause-2 of TCP

So why havent MRCM etc law-drafts still not passed?
