Across cities of India, you will see that footpaths and zebra crossings are worse than even rundown african countries. WHY?

In Ahmedabad, and cities, across India, STOP signs are road crossings are non existent. STOP signs force vehicles to stop and make it easier for pedestarians to cross. There is NO "NO LEFT TURN ON RED" even at busy cross walks. "NO LEFT TURN ON RED" make it easiet for pedetarians to cross roads. Also,

And across India, leaders / IAS / IPS / judges promote hawkers to occupy footpaths.

Pls explain why apex leaders like SoMoKe, all CoBhAp-leaders , IAS , IPS, judges etc have refused to make pedestarians' lives easy.
