Is communication between a mobile phone and tower fully encrypted? And is communication between phone and server also encrypted?

Can a person close to phone, who cant see the phone screen, using any equipment intercept and decrypt data?

One way, many elderly will get fooled is --- their kids or nephews will get some form signed form them, which will connect the account of elderly person with cellno of the youngsters. And before the elderly persons knows, the youngster will siphon out and spend all his money.
