If a business can withdraw only Rs 20000 per week, then how will they pay daily wage earners ?

Consider a builder. Say he has 100 labor. Say he pays Rs 300 to each every day. So he needs to withdraw Rs 30000 per day = Rs 180,000 per week.

Now bank will allow him to withdraw only Rs 20000 per week !!
.
So how will he pay daily wage earners Rs 180,000 per week?
.
The builder can stop his work. But what will daily wage earners do?

All fruit , vegetable markets --- how ill they sell fruits etc? None has Rs 100 notes !!!

And say a wholesaler wants to buy vegetables worth Rs 1 lakh from 10 small farmers. The bank will give him only Rs 20000 of new notes !!! So how will he buy vegetables from 10 sellers? And where will sellers go?
