How to differentiate between Bagladeshi infiltrator and Bangladeshi refugee?

We have proposed a very "complicated" procedure -
.
(1) A bangladeshi refugee will be asked to give names of his close blood relatives who may be in India. With DNA match, blood relation can be established
.
(2) DNA details of all Bangladeshi refugees and infiltrators will be collected. Now if any new Bangldeshi comes, his DNA will be added in system, The system will find all his close blood relatives. That will show whether new comer is refugee or infiltrator
.
(3) Bangladeshi voterlists will be obtained and names will be checked.
.
(4) The pictures, names and details of Bangldeshi infiltrators / refugee will be put on net and given to agents in Bangladesh, The agents will be paid to give names, addresses and blood samples of close blood relatives of the applicant.

(5) Jury of 100 Hindus will be called, and the Jurors may take narcotest of bangladeshi in public to decide if he is refugee or infiltrator etc

So we have complex solution ---- DNA samples, narcotest, Jury trial etc

Amit Swain says -- By khatna we can establish a person as muslim but how to differenciate between muslim indian citizens and illegally immigrated bangladeshi muslims ? IMo jury ll ensure that the illegal imigrants punished but refugees and muslim citizens are not harassed .

And more, once Bangladeshies know that India is using Khatana as key marker. the Bangladeshi extermists will forcebily do Khatana on all Hindus on Bangladesh,. So when these Hindu bangladeshis escape into India, they will be at a serious loss

IOW, using Khatana has BOTH -- high type-I error and high type-II errors
