Distribution of a pamphlet in a Municipal ward or Assembly Constituency

One method I propose to activists who wish to distribute pamphlets is
.
(1) Buy voter list of any ward (preferably ward close to you, and not your own)
.
(2) Select a section number at RANDOM ( section or booth has about 700 - 1200 voters or say about 250 to 400 homes / families) > pls note -- section MUST be selected at random
.
(3) distribute pamphlets in all homes
.
(4) then take next section and so on
.
Please see step-2. The first section number MUST be selected at random and it should NOT be the first section in voter list of the ward

WHY? Why select first section = booth number at random?
