Explain why SoMoKe oppose universal water metering i.e. each water outlet must be metered?

When NaMo became CM of Gujarat in year 2001, less than 1% connection of ahmedabad had water meters. And when he left CM-ship in year 2014, the number was same - less than 1%. And when SoGa became super-PM and defacto super-CM of several states of India, in year 2004, most states had less than 1% water connections metered. And % in year 2014 was same. And % of connections in Delhi which have water meter has not changes in past 18 months after Mahatma Arvind Gandhi became CM in feb-2015

As one worst example, Gujarat Housing Board in year 2013 made plans for 10 story middle class flats. And those flats dont have water meters !!! When water talk is on 10th floor, the first floor gets water at a huge speed, and if owners dont use flow controller, then within minutes, one tap will end up releasing 100 liter of water !!! In many 10 storey building I know,the water pumps' electricity bill is Rs 1000 per flat per month, even when some half the flats are empty !!! So imagine what would happen in those housing board middle class flats.

Now Gujarat Housing Board comes under NaMo, and their 10 story buildings dont have water meters !!

SoMoKe-andhbhagats claim that SoMoKe support universal water metering. But the above simple facts of past 15 years prove that SoMoKe are opposed to water meters.

So question is --- why are SoMoKe hostile to universal water metering? Pls give your reasons
