(C.1.3) CM can print this draft, minus clause-10 in State Govt Gazette on his own. That wont need any law in Assembly or Parliament. The draft with clause-10 will need law in Assembly, but not in Parliament. The citizens may ask CM to print this law-draft using TcpState.

(1) [ general instructions ] The word citizen here means a registered voter in the Gram. The word 'may' means 'may or need not', and clearly means 'no binding'. The approvals given by a citizen will be displayed on a Govt website, along with his name and voterid. So approval giving is public and not confidential.

(2) [ procedure for Tahsildar aka Mamalatdar aka Block Officer ] Tahsildaar will accept a fee equal to deposit of Sarpanch and let a person register as alternate candidate for Sarpanch. The person must eligible to become Sarpanch on the date of filing his nomination. The person should give affidavits as necessary for Sarpanch. The approval counts of all candidates will become zero after an election or a poll as defined in later clauses.

(3) [ instruction for Talati aka Patwari (or his clerks) ] If a citizen comes in person to Talati's office, pays Rs 3 fee, and approves at most five persons for Sarpanch position, then the Talati would enter his approvals in the computer and would him a receipt with his voter-id#, date/time and the persons he approved. Talati would also allow voter to file approval for existing Sarpanch.

(4) [ instruction for Talati ] The Talati will put the approvals of the voters on website of CM with citizen's voter-ID number and names of the persons he approved.

(5) [ instruction for Talati ] If a the voter comes to cancel his Approvals, Talati will cancel one of more of his approvals without any fee.

(6) [ instruction for DC = District Collector ] If an alternate candidate gets approval of over 50% of ALL voters in that Village and it is also 5% higher than approvals obtained by existing sitting Sarpanch, then DC may hold a poll.

(7) [ instruction for DC ] In the alternate election, DC will allocate the first slot to the existing i.e. sitting Sarpanch. The existing Sarpanch will not be required to fill form. The other 8 candidates will be the 8 candidates who have highest approvals. And 10th row will be NOTA. There will not be any other candidate in the poll.

(8) [ instruction to DC ] The DC will declare an alternate Sarpanch as winner only if (a) he has obtained more votes than sitting Sarpanch AND (b) he has obtained over 51% of ALL registered voters OR he has obtained 5% more votes than votes obtained by the sitting Sarpanch in the election he had previously won.

(9) [ instruction to Sarpanch ] If an alternate candidate has won , then Sarpanch may or need not resign. If he resigns, then DC will hold a fresh Sarpanch election within 15 days.

(10) [ insruction to SEC = State Election Commissioner ] SEC will expel the existing Sarpanch and appoint the poll wimmer as new Sarpanch for the remainder of the term. And no election stated in clause-9 would be needed. This clause overwrites clause-9.

(11) [ instruction to Tahsildar , voters ] Tahsildar will erase all approvals after poll or election. The voters who want their approvals to continue may give their approvals again.

(12) [ instruction to CM ] With approval of 51% of ALL voters in the State, the CM may discontinue this RTR-Sarpanch procedure in a Village for 5 years.

(13) [ instruction to all, PM ] With approval of 51% of ALL voters in India, the PM may discontinue this RTR-Sarpanch procedure in a Village for 5 years.
