(C.1.1) These comments are not part of the law-draft. They are only to provide information to the activists, voters and Jurors.

(C.1.2) This law-draft refers to following proposed law-drafts -

(a) RtrCM
(b) TcpState
(c) TcpIndia
.
This law-draft is similar to RtrCM. And knowing RtrCM draft is necessary to understand this draft. But knowing other draft isnt must to understand this draft. The fullnames and hashes of above law-drafts is given at the end in Appendix-I.

(C.1.3) CM can print this draft in State Govt Gazette. This doesnt require any law in Assembly or Parliament. The citizens may ask CM to print this law-draft using TcpState.

(1) [ general instructions ] The word citizen would mean a registered voter in the Municipality or Municipal Corporation. The word 'may' means 'may or need not', and clearly means 'no binding'.
.
(2) [ proedure for DC = District Collector ] If any citizen of India above age of 25 years wishes to become Mayor, and he appears in person or via a lawyer with affidavit before DC, then DC would accept his candidacy for Mayor after taking filing fee same as deposit amount for MP election. An existing Mayor can also register for no fee.

[ comment - clauses-3 to clauses-5 are similar to RtrPM law-draft, wrt to Mayor. An activist or voter familiar with RtrPM may skip these clauses in first reading. ]

(3) [ procedure for Talati = Patwari = Village Officer or Talati's Clerks ]
.
(3.1) If a citizen comes in person to Talati's office, pays Rs 3 fee, and approves at most 5 persons for Mayor position, then the Talati would enter his approvals in the computer and would give him a receipt with his voter-id#, date/time and the persons he has approved. The fee shall be Rs 1 for those with BPL card.

(3.2) If a citizen comes to cancel his Approvals, the Talati will cancel one of more of his approvals without any fee.
.
(3.3) DC may create a system of sending SMS feedback to the voter.
.
(3.4) DC may create a system of taking finger-print and picture of the voter and putting it on the receipt.
.
(3.5) PM may add means to enable citizens to register approvals via SMS. PM may create a system where by citizens can register approvals via ATM.
.
(4) [ procedure for Talati ] The Talati will put the preferences of the citizen on district's website with citizen's voter-ID number and his preferences.
.
(5) [ procedure for DC ] On every Monday, DCs will publish Approval counts for each candidate.
.
(6) [ instruction to Mayor ] If a candidate has approval count is - (i) over 35% of all voters in Municipal Corporation and (ii) it is 5% (of all voters) more than approval count of existing Mayor (iii) it is 5% (of all voters) more than votes obtained by corporators who support the Mayor - then the Mayor may or may not resign. His decision will be final. And the corporators may or need not elect the candidate with hightest approval count as new Mayor. The decisions of Corporators will be final.

(6a) Example - Say city voter list has 40 lakh voters and say 192 Corporators. Say 120 Corporators support the Mayor and sum of the votes they had obtained in their election was say 10 lakhs. Say Mayor got approval directly from citizen which is say 9 lakh. Then approval count of Mayor will be higher of two i.e. 10 lakhs. Now if any alternate candidate gets 5% (of TOTAL i.e. 40 lakhs) i.e. 2 lakh more approvals, i.e. if he gets 12 lakh or more approvals, then the existing Mayor may resign.

(7) [procedure for CM , PM] With approval of 51% of ALL voters of the State using TcpState, CM may suspend these law-draft in any City for 5 years. And with approval of 45 crore voters in India via TcpIndia, PM may suspend this law-draft in any District/State for 5 years.

(CV.1)[ procedure for DC ] If any citizen wants a change in this law-draft, he may submit an affidavit at DC's office and DC or his clerk will post affidavit on CM's website for Rs 20/- per page.

(CV.2) [ procedure for Talati or Patwari ] If any citizen want to register his opposition to this law or any section or wants to register YES-NO to affidavit submitted in above clause, then the Talati will enter YES/NO and give him a receipt for Rs 3 fee. The YES-NO will be posted on CM's website.
