(C.1.1) These comments are not part of the law-draft. They are only to provide information to the activists, voters and Jurors.

(C.1.2) This law-draft refers to following proposed law-drafts -

(a) RtrPm
(b) RtrSCCj
(c) TcpIndia
(d) TcpState

This law-draft is similar to RtrSCCj. And knowing RtrPm and RtrSCCj drafts is necessary to understand this law-draft. But knowing other law-drafts isnt necessary to understand this law-draft. The fullnames and hashes of above law-drafts is given at the end in Appendix-I.

(C.1.3) CM can print this draft in State Govt Gazette. This doesnt require any law in Assembly or Parliament. The citizens may ask CM to print RtrDCPj law-draft using TcpState.

(1) [ general instructions ] The word citizen would mean a registered voter in the District. The word 'may' means 'may or need not', and clearly means 'no binding'. DCPj means District Court Principal judge. SCCj means Supreme Court Chief judge. SCj means a Supreme Court judge.
.
(2) [ proedure for DC = District Collector ] If any citizen of India above age of 30 years wishes to become DRJ = District Recognized Jurist, and he appears in person or via a lawyer with affidavit before DC, then DC would accept his candidacy for DRJ after taking filing fee same as deposit amount for MP election. Any existing judge in India may register himself as DRJ candidate for no fee.

[ comment - clauses-3 to clauses-5 are similar to RtrPM law-draft, wrt to DCCj. An activist or voter familiar with RtrPM may skip these clauses in first reading. ]

(3) [ procedure for Talati = Patwari = Village Officer or Talati's Clerks ]
.
(3.1) If a citizen comes in person to Talati's office, pays Rs 3 fee, and approves at most ten persons for the DRJ position, then the Talati would enter his approvals in the computer and would give him a receipt with his voter-id#, date/time and the persons he has approved. The fee shall be Rs 1 for those with BPL card.
.
(3.2) If a citizen comes to cancel his Approvals, the Talati will cancel one of more of his approvals without any fee.
.
(3.3) DC may create a system of sending SMS feedback to the voter.
.
(3.4) DC may create a system of taking finger-print and picture of the voter and putting it on the receipt.
.
(3.5) PM may add means to enable citizens to register approvals via SMS. PM may create a system where by citizens can register approvals via ATM.
.
(4) [ procedure for Talati ] The Talati will put the preferences of the citizen on district's website with citizen's voter-ID number and his preferences.
.
(5) [ procedure for DC ] On every Monday, DCs will publish Approval counts for each candidate.
.
(6) [ procedure for CM ] If a candidate gets approval of over 35% of registered citizen-voters in a District, then CM may appoint him as DRJ for that District.
.
(7) [ procedure for CM ] If an DRJ gets approval of over 55% of all voters in the District and the Approval count is 5% more than approval count of existing DCPj, then CM may send the name of the most approved DRJ to the Chief Judge of High Court asking him if he is appropriate for the position of DCPj. CM may also send the name to the PM. PM may send the name to SCCj.

(8) [ procedure for PM , all Loksabha MPs]
.
(8.1) If the HCCj and every other HCjs agree that the most approved DRJ should be new DCPJ and the existing DCPj resigns or is transferred, within 30 days, and SCCj and other SCjs agree with the appointment, then the PM may take no action.
.
(8.2) However, if HCCjs or any HCj or SCCj or any SCj opposes the appointment of that DRJ as DCPJ, or appointment doesnt happen within 30 says or gets stayed, then CM and PM may cancel their recommendations. And PM and all Loksabha MPs may resign and may declare new Loksabha election. Or, PM and MPs may declare an Emergency, as per our Magnum Opus Constitution of India, and temporariliy suspend all the Fundamental Rights, of all citizens of India, including all Supreme Court judges. The decision of PM and MPs will be final.

(9) [procedure for CM , PM] With approval of 51% of ALL voters of the State using TcpState, the CM may suspend these law-draft in any District for 5 years. And with approval of 45 crore voters in India via TcpIndia, PM may suspend this law-draft in any District/State for 5 years. And during these 5 years, HCCjs will appoint DCPjs.

(CV.1)[ procedure for DC ] If any citizen wants a change in this law-draft, he may submit an affidavit at DC's office and DC or his clerk will post affidavit on CM's website for Rs 20/- per page.

(CV.2) [ procedure for Talati or Patwari ] If any citizen want to register his opposition to this law or any section or wants to register YES-NO to affidavit submitted in above clause, Talati will enter YES/NO and give him a receipt for Rs 3 fee. The YES-NO will be posted on CM's website.
