Many moons ago, till 1910, in USA, state MLAs would elect US Senators (Rajsabha members), and not voters directly, MLAs used to take cash bribes for votes and finally activists in USA solved the mess by FORCING US Senators and Representatives (Loksabha members) to print law that "Citizens will directly elect Senators".

Rajsabha elections were farce from 1951 . And they became open auction after year 2003 when ABV EnronPurush printed law-draft that MLAs will have to vote in PUBLIC and anti-defection whips will apply in Rajsabha voting.

IOW, the party leaders will issue order to MLAs on whom them shall vote for in Rajsabha elections in writing and MLAs will have to obey the order or else they will be expelled from the House !!!

So Party leaders across party, be Congress or BJP or AAP or CPM --- started giving RS seats to their henchmen and started auctioning it. To the extent that now many of us believe that RS seats should be OPENLY auctioned and FDI should be allowed by enabling foreign citizens to buy RS seats !! At least this will maximize GoI revenues?

Now is such open corruption by Party Leaders of Congress / BJP / AAP/ CPM etc due to Indian culture?

Well, from 1790 to 1910, the law in USA was same --- state MLAs would elect Rajsabha MPs = Senators. And USA faced same problem --- most MLAs used to cash out !!!

In 1910, the activists in USA started mass movement to FORCE their Senators and Representatives (= Loksabha Members) to print law-draft that "Senators will be directly elected". No apex leader in USA wanted this law, as all made huge cant from Senator election. But as activists' campaign advanced, leaders started demanding this law to usurp credit. And finally, but all in the beginning, all leaders were opposing the law-draft for direct election of senators.

IOW, the problem of "auctioning" of Rajsabha seats in India is NOT due to culture as most Congress / BJP / AAP / RSS / BST workers and SoGa / NaMo / ArGandhi andhbhagats say. The problem is due to undemocratic law that "MLAs and no voters will elect Rajsabha members".

Now USA solved the mess in 1910. Why hasnt India still solved the mess?

Because activists in India insist on vyaktipuja (eg SoMoKe-puja) and oppose the notion that law-drafts (DRAFTS) can reduce the problems. And they then insist that SoMoKe-puja is necessary and sufficient to reduce the problem and new laws are not needed.
