Govt imports daal = pulse at Rs 50 per kg and gives to apex wholesalers at Rs 60 / kg, and retail price is Rs 150 / kg.
.
IOW, middlemen are making a hige profit, in case allegation is true.
.
Now HOW WHAT POLICY / LAW YOU PROPOSE TO DEAL WITH THIS SITUATION
.
Say due to drought, daal = pulses supply has reduced and so prices has soared to Rs 150 / kg. In such case, I would still oppose import --- unless there is starvation like situation (which is NOT the case today). But lets say due to political reasons, import is allowed.
.
Then how will you ensure that middlemen dont make excessive profits? OR, what policy / law would you use?

My proposal --- GoI will import the pulse at Rs 50 per kg, and that should be auctioned in open market to whole salers. If retail price is Rs 150 / kg, then GoI will fetch Rs 130 / kg. The money earned, i.e. Rs 130 - Rs 50 = Rs 80 / kg should be divied equally amongst citizens.
.
Essentially, giving to wholesalers at a lesser price , horping that wholesalers will sell at below market price is pointless. And supervising shopkeepers isnt possible and viable.
.
So let market mechanism prevail at retail / wholesale levels. and divide super profit, which not due to anyone's labor equally amongst all.
