Why only charity is `insufficient` to improve condition of the country -- How by giving few minutes citizens can improve system of country

A. Introduction -

India has possibly the largest number of active non-government, not-for-profit organizations in the world. A recent study commissioned by the government put the number of such entities, accounted for till 2009, at 3.3 million. That is one NGO for less than 400 Indians, and many times the number of primary schools and primary health centres in India.

Still, why is the condition of country pathetic ? Why is there corruption, poverty and hunger deaths ?
Following are the possible reasons why the NGOs are not able to improve the pathetic condition of the country -
1. Most of the NGOs are siphoning funds received and no or very little actual work is being done by them to benefit the masses.
2. Many NGOs help the corrupt influential persons to evade taxes and convert black money to white money via utilizing various flawed laws like 80G section of Indian Income Tax act.
3. The work of even honest NGOs is insufficient to improve the system and enable the honest persons to stop the corrupt officials and persons from forming nexuses and looting the masses.
4. Many NGOs engage in time-wasting and life-threatening activities like anshan-dharna, sloganeering, cap wearing, jhadu weilding etc. and do not focus on which law-drafts we need to improve the system of the country.
And the common citizens do not have any procedures or method to stop any of the above.
Moreover these NGOs give wrong info to their members and workers that laws cannot improve the condition of the country. If we citizens bring laws which will empower common citizens to stop the higher officials from forming a nexus and misusing the law to loot the commons, then surely these honest laws can and will make a huge difference.

A person feels good by teaching to a few students, by feeding the poor or by adopting a child etc. etc. activities but he / she must realise that this is insufficient to improve the pathetic condition of the country.
We are not telling the citizens to stop doing charity work. But besides doing charity work, they should spend one to two hours per week reading and deciding which procedure-drafts are needed to solve the burning problems of the country. And once they decide on the procedure-drafts, they should demand from their MPs, MLAs etc. public servants to promote them via their website, private member bills, press conference etc. and get those procedure-drafts implemented.

B. How citizens can reduce poverty in the country via good procedure-drafts by giving their few minutes

Citizens of this country by being born or otherwise have inherited the public property of this country. So, why should they not get their rightful, inherited share of income from that property NOW and why later ? If a family gets Rs. 2000 or more of their rightful and inherited share NOW, it will reduce the rich-poor divide in a short time, will it not ?
Citizens by demanding the procedure by giving their few minutes and sending only 3 SMS-es can surely contribute to reduction of poverty.

C. How few minutes of citizens for a one line demand can immediately reduce exploitation of the commons

Today, we commons have to submit an application at a government office for telling our problems, for a complaint or to give a pro-common proposal. But the corrupt officials can easily suppress that application. Why ? Because the application giver or other citizens cannot see their own application once it is submitted.
A simple solution - That is why, we have proposed that citizens should have the option, that if he/she wishes, then they can visit the specified government office, submit the application on a Rs.20 per page affidavit and get it scanned onto PM, CM or any specified website, so that all can see the affidavit without logging-in.
This procedure can be implemented in less time, easily, through a government notification in the gazette. If this government order is passed, those common citizens will immediately benefit, who do not have any connections. Due to this procedure, no official, no media or official can suppress the applications of commons without the suppressing person being exposed to masses with proof. And then, everyone`s agenda will benefit because it will not be easy to suppress them.

D. How citizens can give their few minutes and contribute to saving lives of activists

Today, RTI activists and other whistleblowers (persons who expose misconduct, alleged dishonest or illegal activity occurring in an organization) who are demanding information and action against influential and corrupt people are harassed and targeted by criminal elements, even killed by them.
How does the criminal element come to know about the content in the RTI or application ? Since only few persons can see the content of the RTI etc. application, criminals can easily suppress this issue by managing or killing the few who know about it. But if the citizen has option to put RTI etc. appllication on an affidavit and get it scanned onto PM website, then all can see the same without any need to log-in. This citizens` media will demotivate the criminal elements to threaten others since they will know it is no longer possible to suppress the issue as all public already knows about it and many might have their record also.

E. How citizens can promote and demand good procedure-drafts for improving education by giving just few minutes of their time

Today, the officials like District Education officer who are supposed to ensure that the teachers of government schools teach the students properly and ensure that all proper facilities are given to the students, are not doing their job properly.
