Domicile should be made must for jobs in govt and private below Rs 20000 per month ; Licenses driving auto , taxi and owning auto, taxi etc should be domicile based ; etc etc .

Why are there more jobs in MH/Guj than UP/Bihar/WB etc? The most important reason is --- law/order. Otherwise, Bihar/UP/WB etc have all the water , land, weather etc it needs.

Now if we allow labor to migrate across India , then we face interesting dilemma ---- we are effectively penalizing unemployed youth of states where law-order is better !!!

Every state has unemployment problem. The citizens should reduce their problems by brining law-drafts like JurySys, wealth tax, DDMRCAM, TCP, RTR etc. The high skill labor should be allowed to move freely. But salary of Rs 20000 pm isnt high skill, and such jobs should be confined to the youth of that state only.

The most important reason why Telanga separated was because domicile law wasnt properly implemented, and so many non-Telangana people were able to get job.

If domicle law is properly implemented in MH and Vidarbha area, then Vidarbha may not demand separate state. But in absence of domicile law, unemployment in MH and Vidarbha will fuel useless demands like "small states are more efficient states".

If we allow unlimited labor migration , then we may end up facing a volcano type situation in MH and many places, So we should print docicile related law-draft in Gazettes ASAP.
