Why is Election Commission not holding election in 3 Delhi Assembly vacant seats?

In may-2014, three assembly seats became vacant as their MLAs got elected into Loksabha . Across India, some 26 Asssembly seats became vacant due to various reasons, and byelections have been held. Voting date in on 18-sep-2014 or so for more seats.

Why hasnt Election Commission not issued notification for Delhi Assembly seats?.
