Recently a lady on FB asked me to advice her in a civil cum criminal case. The case was --- her father's property was sold off by the relatives, and they refused to give her share to her. And her signature was forged by some other relative at the time of sale.. And police was not taking FIR.
.
I asked to write to National Commission for Women and send them all papers. In around mar-2014, she wrote to NCW, and within 1 week, NCW asked the local PI to register FIR and send action taken report". So as PI started filing FIR, the relative panicked and gave her the share of the property !!
.
IOW, prompt complaining to appropriate authorities does help sometimes. Just keep all papers in order.

Other options that I had suggested , but she did not have to take are
.
1. Please scan papers in order and put them on facebook, and DO NOT make it private. Make a postor of PI with his name picture etc and mention that he is NOT taking the case. Again, DO NOT make it public. Pls keep that private.
.
2. Next, visit the PI, with laptop and show him these pictures on your FD profile. And do tell the PI that this pictures are NOT public yet, and are only private, but you would make it public if he doesnt take necessary steps.
.
3. Also tell the PI that you would send details of inaction to all pressmen
.
4.. If you are woman, then do write to National Commission of Woman. and if you are dalit, please do write to National Commission for Schedule Caste and Scheduled Tribe. Their intervention can help.
.
5. You can also file case DIRECTLY in criminal court and ask judge to order PI to file an FIR. That can also work.
.
These are some of the options under existing system
