Why making land/personnel records public is necessary as war preparation,

My proposal is to make following files public.
1. Four files per Tahsil their MD5 hashes
.
2. File-A will have first name, last name, voter-ID, names of children, voter-ids of children, address of each person in that Tahsil . IOW, it has person data as well as kith and kin data.

3. File-B will have data of file-A plus finger prints of each 10 fingers . So it has person data plus identification.
.
4. File-C will have data of file-B plus pictures of every male.
.
5. File-D will have file-A plus list of plots and its owners.
.
These files need to be made public.

Because in event of war and AFTERMATH, the biggest problem of identification of persons as well as protection of plots/flats from internal thieves. During wars, many insiders would start devoring properties of dead ones, injured ones or those who have temporarily ran away.

And many records of persons, relationships and ownerships in Govt offices may get destroyed.
.
In such case, unless we have large number of VERIFIED TRUE copies of persons. relationships and ownerships records, proving relations and ownership will be legal nightmare.
.
So one way is to make files for each tahsil, and make them public, so that lakhs of citizens can keep copy. The files will have MD5 hash and so tempering will be impossible. So if records are destroyed, then in aftermath, citizens can use their copies to recreate the full records.

All in all, privacy is now a non-option, given that possibility of war is increasing day by day
