APMC act and interstate trading restrictions --- How SoMoKe , CoBhAp enable merchants connected to them make huge profits in gain, vegetable trader at the cost of buyers.

APMC acts are passed by State Govts. These acts says that farmers can sell his good to anyone. But buyer must be a licensed trader and he can purchase only at APMC market , which is one per Tahsil !!! If ordinary person like you or me buy directly from farmer, then we can be imprisoned as per APMC acts !!

Now farmer has to come to APMC market in Tahsil\City centres. He has no option but to sell all his goods to the licensed buyers. The licensed buyers gang up and offer the lowest possible prices. The farmer can at best go to another APMC, but that will offer almost the same prices. Now vegetable farmer has no option but sell the goods same day. So he sells it at whatever prices he gets. And now these traders have all the stock and so they sell it at much higher prices.

Whats wrong with law that anyone can buy from farmer except that pre-harvest contracts will be valid only for 6 months ?!! NOTHING. But CoBhAp, SoMoKe etc dont like it. They insist on a licensing system for bulk buyers !!! AAP = AK just like CoBhA = SoMo has refused to demand end to APMC act. The 4 Punjab AAP MPs have presented no private members' bill in Parliament to end APMC acts.

Another reason why prices are high and fluctuate is inter-state restriction. The traders who want to take goods from one state to another need license !! And only those who have good connections with CoBha will get licences. And AAP wants to join the gang. whcih is why AAP = AK refused to demand complete cancellation of inter-state restrictions, except reporting. The states may charge exit-tax, because they subsidize agriculture. But other than exit tax, there should be no licensing requirements.

Solution I propose is given in my today's status posts. To brief, the voters should order their MPs via SMS to print TCP-draft given in section-1.3 of rahulmehta . com / 301.htm in Gazette. Once this draft is printed in Gazette, we voters can print Gazette drafts to repeal APMC acts and also remove all interstate trading restrictions except reporting and exit tax. Please note that CoBhAp and SoMoke and their andhbhagats have opposed the "order your MPs via SMS" proposals , and insist on slogan shouting, vote collection etc only.
