1. In USA, if a student leaves college, he is NOT asked to pay fees of semesters he didnt attend. Where as in India , many colleges ask him to pay the fees of coming semester

2. Why Congress-apex, BJP-apex, AAP-apex , RSS-apex and VHP-apex etc oppose the proposals to improve Govt schools and make self finance colleges more competitive?

3. reason is : threat of school\college owners.

4. solution --- activists should send url to law-drafts to improve education as orders to MLAs via SMS.

If Govt schools improve, then owners of private schools will lose income. And if private colleges are forced to become competitive, then also the owners of private colleges will earn less profits. So if any any leader tries to improve Govt schools or Govt colleges or tries to make private colleges competitive, then the owners will pay the paid-mediamen to ruin the image of that leader. Which is why no leader in India in any State is daring or wasting his time to improve Govt schools or Govt colleges or even try to make the private colleges competitive.

eg in USA, say I take admission in 8 semester course such as B Tech in any college. And say, I decide to change the college after 2-3 months. Then NO college in USA will dare to ask for fees for next 7 semesters !! Whereas in India, if a student wants to change college, then many colleges ask him to pay for the fee of rest of the semester. In fact , in USA, most colleges even refund a portion of fees of existing semester !!

Now State Govt or Central Govt can make a law in State\India that ---- if a college dares to ask for fee of the rest of the semesters , then the trustee will be thrown into prison for 4 years !! If such law is made, then no college will dare to ask for fees of rest of the semesters. And students will get option to change the college. This will force college owners to make colleges cheaper and\or improve quality. So we should print following law-draft in the Gazette.

1 If a student in any college wish to leave that college, then college shall NOT ask to pay fees for coming semesters. The students will have to only tghe fees\dues of current semesters and other unpaid dues of past semesters.

2. If college asks student ti pay fees of reminder of semesters, then the colleges trustees will be imprisoned for 4 years

But no CM\PM will dare to print such law-draft in Gazette. Because if he does, the college owners via paid media will ruin that PM\CM's his career. The whats the solution
