paid-Economic-Times says so. See the full news with link below.
I wont waste your time in telling you about Congress leader Digvijay Singh. Now what type of IAS will become key trusted man of Digvijay Singh? Well, that IAS will now draft the MOST IMPORTANT bill of AAP.
In Mohalla sabha draft, delhi of 1.2 crore votes will be divided into 2500 Mohalla, each having about 4000 to 5000 voters. They will meet once a month, They cant submit their complaint via net or SMS, but must come in person. There will be voting on each small proposal !! The head of Mohalla Sabha will be elected and recallable. Recall would require signature of 3000 voters, and there will be NO SMS interface for recall. The State Election will verify signatures even though State Election Commission has NO signature specimen of even 1% of the record. Budget of Mohalla Sabha will be about Rs 4 lakhs per year !! So 4000 voters will spend 2 hrs a month i.e. 24 hrs a month to decide how Rs 4 lakhs will be spend. That is Rs 400000 / (4000 * 24 * 2) = Rs 100/48 = about Rs 2 per hour. IOW, one human hour will be spent to decide how Rs 2 will be spent !! The Mohalla Sabha draft is to increase tensions and clash amongst citizens living in area. Given the structure, nothing will get done, and so each person will develop grudge against other It is classic divide and rule.
And can 2500 Mohalla expel CM? Hell no !! CM is unexepllable !!!

Digvijaya’s trusted babu to draft AAP's mohalla sabha law
NEW DELHI: Aam Aadmi Party chief Arvind Kejriwal on Wednesday told TOI that the former chief secretary of Madhya Pradesh, S C Behar, had been invited to the capital to work as an advisor to the government. Behar, who was to arrive in Delhi on Wednesday, would be actively involved in the party's key agenda of Swaraj by helping in the drafting of the legislation for mohalla sabhas.
Fifteen years after his retirement from administrative services, Behar is still considered by state bureaucrats a part of AICC general secretary Digvijaya Singh's inner coterie. It has, therefore, come as a shock to many how Behar could be accommodated as an adviser in the AAP government after Singh has been so vocal in his attacks on Kejriwal. ...
