If a portion of customs duty collected is distributed, then its looting foreigner.

Now as per present day worldwide , looting foreigner with legal limits is NOT a moral crime.

Eg1 usa looting venezuela or usa looting iraq has been accepted ny uno as norm

Eg2 pakistanies even today gloat about killing 10 lakh hindus in 1946.

Eg3 americans even today gloat about needless nuclear bombing Japan I'm sep-1945 , even though defeat by conventional means was guaranteed within 6 months.

In short, till date, in all nation, foreigners outside national land, has only some legal rights and zero right to property

And usa imposes customs duty on Bharat. China imposes customs duty on Bharat. So Bharat has moral right to imposes customs duty on foreigners

So customs duty money collected is free from any need and free from all moral buden

So distribution of 65% customs duty directly into citizens account isnt immoral.
