More work gets done , in 3 months before elections than in 5 years. Whether its killing terrorists or roads or welfare schemes or whatever - modi raga arke PM CMs do more in 3 months before elections then whole year.

And more work dones gets AFTER form filling starts than 3 years. So form filling duratuion should be increased to 100 days from existing 22 to 30 days. And recognized parties must declare candidate within 10 days and unrecognized parties in 20 days and independents in 30 days. And no form withdrwing.

Election commission can later imprison PM CM for unconstitutional acts by filing FIRs and PILs, But no chatani achar sanhita , because chatani achar sanhita is killing vikaas. So ban chatani achar sanhita nonsense.
