Why all apex leaders abd elitemen across Bharat agreed for evm in 1978?

In 1978 , when Morarji desai started evm project, all apex leaders elitemen agreed.

Because all depended on booth capturing criminals to stop real grasaroot leaders from emerging. But in process, boothcapture criminals like laloo Malayalam etc became MLA CM level leaders
.
So they needed votechori to stop real leaders and at the same wanted to end dependence on street gundas
.
And so remote control way of mass votechori was something all apex leaders supported !!

Otherwise booth capturing can be ended merely by imprisoning just 5% booth capturers. But then, real grassroot leaders would replace them !!!
