Yes. The Evm project was first sanctions by Morarji Desai in year 1979 and was openly welcomed by many apex congress leader who spoke exactly what Devi Indira said !!

But many many serior electronics engineers aired the fact - that using remote control, evm votes can be easily mass stolen. So many senior engineers refused to work on the project !!! So project faced delays. And The first demo came only in 1982 !!

So at apex levels, almost all have been anti democracy since ages. Very few like Mahatma Vijaysingh Pathik or Mahatma Lajpat Rai or mahtama ambedkar or Sanyal were genuinely pro democracy.
