Deliberate Non voters - in most byelections , % of people deliberately not voting is high.

And imo main reason is - many voters vote only to stop xyz from becoming pm cm. They feel "if xyz becomes pm cm , then my life will be ruined and so let me run and vote for abc". In byelection, "who will be pm cm" question is not there. So a large portion of voters is NOT interested.

In general, many voters deliberately do not vote , because they believe that almost all candidates are bad or they will become bad after getting elected.

Solution to low voter turnout?

When voter see that candidate is not bad and is unlikely to become bad, then the more voters may vote
.
But for now, imo , this problem is small problem to begin with. For activist , more imp problem is how to reach crores of voters. In govt , bigger problem is corruption , poverty , poor military etc. So the problem is low priority

But Solutionwise - one solution is OPTIONAL open voting. So now one may vote on sms app. So turnout may increase.

Another is - OPTIONAL open vote in referendum. Many may not vote for candidate, but may vote for laws.
.
But if voting is confidential, then digital distant voting is useless solution , because server admin can change all votes in untraceable way.

So for now, problem of low turnout is low importance. And solution other than optional open voting doesnt exist for now
