It is nunber of people who will come with you. Not number of people who may come. Number of people who may come is NOT something you can plan or predict.

And a person is responsible only for his own actions and not others actions

So if anyone says to you on phone or fb, that number of people mentioned in police application is much of an issue, then pls ask him to put post on FB on his profile and explain why.
