In 1923 , Mahatma Vijaysingh Pathik in his book Chunavi Patthatiyan wrote - in Switzerland, villagers elect school principal.

Mahatma pathik didnt write the book to increase general knowledge of upsc exam students. He wrote this, because he believed thar school principals should be elected. And when cong rss cpi people opposed him saying that such system doesnt exist anywhere in world, he started gathering actual examples

Now back in early 1900s, Switzerland had small number of schools and they elected school principal every year. Same was usa. As number of schools increased, the posts of school board members and chairman was created. So citizens elect school board chairman or members or both, who would oversee schools staff

We since 1998 ( yes , year 1998 ) have proposed solution - right to recall district education board which defacto gives power to citizens to elect DEO
